BACKGROUND/DISCUSSION:

On August 4th, 2022, the San Mateo County Transportation Authority (SMCTA) released a call for projects for the 2022 Pedestrian and Bicycle Program Cycle 6 Grant Program, the largest in history with a combination of Measure A & W funds.

Staff formulated two relevant projects, wrote applications, and submitted them on September 23, 2022. Firstly, the Palmetto & Esplanade Bicycle & Pedestrian Improvement Project, an existing capital project, was submitted with the inclusion of a portion of road resurfacing work and an increase in improvement quantities that may arise during design. The request for this project was an additional $568,504 to match the existing $372,400. Secondly, the Pacifica MidBlock Crosswalk Safety Project, a combination of two existing capital projects, was submitted requesting $234,080. This project looks to replace old and failing in ground roadway lights with standard rectangular rapid flashing beacons (RRFBs) at five school-front mid-block crosswalks and add three RRFBs and other minor signage and striping improvements in front of or near two senior homes in Park Pacifica on Oddstad and Terra Nova.

As part of the grant application, it is required to submit a resolution in support and committing matching funds. It is therefore the City Manger’s recommendation to adopt these resolutions in support of the two applications submitted for the SMCTA Cycle 6 Pedestrian & Bicycle Program.

ALTERNATIVE ACTION:

Alternative Action would be to not adopt the resolution which would disqualify the submitted grant applications.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
· Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. Adopting the resolution will make the funds available to continue to implement the City’s Bicycle & Pedestrian Improvement Plan.

FISCAL IMPACT:

There is no fiscal impact at this time. However, this action commits the City to provide matching funds to the projects, if the grants are successful. For the Palmetto & Esplanade Bicycle Improvement project, the $372,400 matching funds are already programmed between a combination of the FY 22-23 budgeted Palmetto & Esplanade Bicycle Improvement project and TDA Article 3 grant funds. For the Mid-Block Crosswalk Safety Project, a $58,520 match is required. $40,000 previously allocated under the FY 22-23 budget for school crosswalks will go towards this match. Sufficient funds exist from Measure A and Measure M in Fund 9 to meet the remaining $18,520 needed.
