RECOMMENDED ACTION:

STAFF CONTACT:

BACKGROUND/DISCUSSION:
The City and City Manager, Kevin Woodhouse, entered into an Employment Agreement in September 2017. The City and City Manager Woodhouse then entered into a Restated Employment Agreement on December 13, 2021 providing for the terms and conditions of employment of Kevin Woodhouse. A formal performance review of the City Manager was held and was facilitated by Dan Keen of BakerTilly. Following the completion of the performance review, the City Council gave direction to the City Attorney to prepare a First Amendment to Restated Employment Agreement to reflect changes to the City Manager’s compensation and benefits. (“First Amendment”).
The First Amendment provides for an increase in salary and benefits as follows: The annual base salary for City Manager Woodhouse was increased by 5% to $267,490. These adjustments to the City Manager’s salary would result in the City Manager’s total compensation being 4.96% below median for comparable cities in the County. First Amendment also provides for a modification to Mr. Woodhouse’s employment health insurance benefits to reflect the same benefits provided to other Department Heads in the City. The adjustment is proposed to be effective retroactively to the start of the first pay period after October 9, 2022.
The Council is asked to approve the attached Resolution which approves the First Amendment to Restated Agreement and authorizes the Mayor to execute the First Amendment to Restated Employment Agreement between the City of Pacifica and Kevin Woodhouse.
