BACKGROUND/DISCUSSION:
Coastal storms and bluff erosion threaten public infrastructure located in and around sections of Esplanade Avenue. Subsequently, the City has initiated two infrastructure preservation projects along the 300 and 400 block of Esplanade. In search for funding these two projects, the City obtained a specified budget grant from the State of California that will be managed by the California Coastal Conservancy for $7.75 million dollars. The City is eligible to receive $440k in design, environmental, and permitting funding now with subsequent funding after successful completion of design, environmental, and permitting.
In order to be eligible for this first tranche of funding, the City must pass the attached resolution approving the application for funding, stating that the City has sufficient funds to complete and maintain the project, and authorize the City Manager to act on behalf of the City to negotiate and execute all agreements to comply with the grant. The City Manager recommends adopting the resolution to initiate the process to receive the $440,000 for the Esplanade Infrastructure Preservation Projects.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
