BACKGROUND / DISCUSSION:

On January 4, 2023, the City Manager, acting in his capacity as Director of Emergency Services, proclaimed the existence of a local emergency pursuant to PMC 4-2.05(a) and executed the "Proclamation of the Existence of a Local Emergency" ("Proclamation").

The storm event that occurred on December 31, 2022, resulted in dangerous conditions and public safety concerns and caused damages all around the Bay Area. Like many other Bay Area Cities, Pacifica received 4.6" rain in 24 hours, which resulted in severe flooding, road closures, fallen trees, and sanitary sewer overflow events.

The weather forecast predicted another storm event on January 4, 2022. Therefore, high wind and flood watch warnings are in effect in the region from the morning of Wednesday, January 4 through the afternoon of Thursday, January 5, 2023, and rainy weather is predicted to continue in the coming weeks. The storm is expected to bring extremely high winds and excessive rainfall, risk of landslides, difficulty traveling, widespread power outages, downed trees and power lines, extensive street flooding, and flooding of creeks.

Public Works, Fire, Police Department, and other essential services staff are working diligently to prepare for another storm event and have increased staffing to assist in the coming days. In addition, the City issued a press release advising the community and media outlets on extreme weather conditions, preparedness tips, helpful resources, and emergency information.

San Mateo County Board of Supervisors declared a state of emergency on Tuesday, January 3, and activated the County's Emergency Operations Center (EOC) to coordinate resources and communication with local, regional, and state agencies.

San Mateo Cunty Department of Emergency Management is also coordinating a response to post the Preliminary Damage Assessment (PDA) to the State. Per the FEMA and CalOES rules, PDAs must be submitted to the State 72 hours after identifying an extraordinary emergency.

The Public Works department has prepared and submitted the initial PDA forms to the County Pacifica City Council 2
January 09, 2023
that will be included in the countywide composite damage estimate to the State.

The County also advised that the local State of Emergency Proclamations will need to be made and submitted to the State by January 10, 2023.

The Council's approval of this item will ratify the Proclamation of Local Emergency related to December/January Winter Storm Events by the City Manager issued on January 4, 2022.

FISCAL IMPACT:

To be determined. The Proclamation of Local Emergency is a prerequisite for requesting state or federal assistance. The City will seek to recover expenses related to preparation, repair, and recovery from this storm event.
