Merge three (3) current separate PB&R Supervisor job specifications documents (Childcare, Food/Senior Services, and Recreation/Aquatics) into one (1) comprehensive Recreation Supervisor job specification document
RECOMMENDED ACTION:
Adopt a resolution to merge and update the job specifications for Parks, Beaches & Recreation Childcare Supervisor, Food/Senior Services Supervisor, and Recreation/Aquatics Supervisor, into one (1) job specification title document, Recreation Supervisor STAFF CONTACT:

BACKGROUND/DISCUSSION:
The Parks, Beaches and Recreation Department (PB&R) currently has three (3) Recreation Supervisor areas of responsibility which are covered by 4 supervisors. Those areas are Childcare (2), Food/Senior Services, and Recreation/Aquatics. Each of these positions holds the same classification and salary range.
Currently, each of the supervisor positions has its own job specification document with the positions area of responsibility (Childcare, Food/Senior Services, Recreation/Aquatics heading the position title. In addition, the job specifications need updating which will better define the knowledge and skill sets necessary for these positions in 2023 forward.
Upon review, the supervisory positions within PB&R should all be titled as Recreation Supervisor positions. They will then have a secondary title which will further identify the Recreation Supervisors area(s) of responsibility. This will benefit the department in all supervisory position recruitment processes as the title, Recreation Supervisor, is better aligned with position titles within the Parks and Recreation profession.
The proposed Recreation Supervisor job specification has been reviewed and approved by local 350 union leadership.
FISCAL IMPACT:
There is no fiscal impact as the salary ranges for these positions are all equal and remain the same.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA
AUTHORIZING THE MERGE AND UPDATE OF THE PARKS BEACHES & RECREATION
SUPERVISOR JOB SPECIFICATION
WHEREAS, Article 4, Section 2-5.403 of the Pacifica Municipal Code establishes a civil service personnel system and procedures for the administration of personnel matters; and
WHEREAS, said Chapter requires that the City Manager, as Personnel Officer, prepare and recommend to the City Council a position classification plan, class specifications, and revisions thereto; and
WHEREAS the Parks, Beaches and Recreation supervisory positions be merged and updated under one document titled Recreation Supervisor classification to achieve greater efficiencies and assist with the recruitment efforts.
WHEREAS staff met and conferred in good faith with the representative of Teamsters Local 350 and they are in agreement with the changes NOW, THEREFORE, be it resolved by the City Council of the City of Pacifica, California, that the three (3) current job specifications for the Parks, Beaches, and Recreations supervisory positions be merged and updated to one (1) job specification under the title Recreation Supervisor (enclosed in Attachment 1), with no change to the current salary schedule.
