Adopt Resolution revising job description, title and salary for Associate Civil Engineer in PW Wastewater to Senior Civil Engineer

Reclassify vacant Associate Civil Engineer position to a Senior Civil Engineer position in the Public Works Wastewater Division.

BACKGROUND/DISCUSSION:
The City Manager is recommending reclassifying the vacant Associate Civil Engineer position to a Senior Civil Engineer in the Public Works Wastewater Division that will be reflected in the City’s position control once approved.
The City Council approved the additional position of an Associate Civil Engineer in the Public Works Wastewater Division during the FY 2022-23 budget cycle to assist the Division in delivering the large Capital Improvement Program (CIP) that is moving forward in Wastewater.
Over the past few years, staff has had difficulty recruiting for jobs in the Wastewater Division due to the specialized nature of the positions and the limited number of applicants with this specialized relevant experience. The Division recently completed a recruitment for the Associate Civil Engineer position but received only one qualified applicant who ultimately turned down the City’s offer of employment as they would have been required to take a significant pay cut to join the City.
Additionally, staff has determined the need for this position requires a higher level of experience within Wastewater to assist the Division with the complexity of the CIP projects to be delivered to the community.
To successfully deliver the Wastewater Capital Improvement Program, it would be practical to recruit for a higher-level Senior Civil Engineering position for the Division. The City currently has a Senior Engineering job classification that will be assigned to Wastewater, so the classification does not need to be created or changed at this time. The City’s salary range for the Associate Civil Engineer position is $9,069 - $10,635/month. The current City salary range for the Senior Civil Engineer position is $10,300-$12,083/month.

Staff anticipates very minimal (if any) fiscal impact for this reclassification in the current fiscal year, due to the timing of this request and the typical length of a recruitment process. However, the Wastewater Fund has substantial cost savings from the Associate position being vacant since the beginning of the fiscal year, so no additional budget allocation will be needed this fiscal year even if the incumbent joins the City before the end of the fiscal year.
Since the position is fully funded by the Wastewater Enterprise Fund 18, there will be no impact on the General Fund budget. If approved tonight, staff will add the full increase of approximately $15,000 related to this position upgrade to the FY 2023-24 Wastewater Fund Base Budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA AUTHORIZING THE
RECLASSIFICATION OF THE ASSOCIATE CIVIL ENGINEER TO A SENIOR CIVIL
ENGINEER POSITION IN THE PUBLIC WORKS WASTEWATER DIVISION WHEREAS, Article 4, Section 2-5.403 of the Pacifica Municipal Code establishes procedures for the administration of personnel matters; and WHEREAS, said Chapter requires that the City Manager, as Personnel Officer prepare and recommend to the City Council a position classification plan, class specifications, and revisions thereto; and
WHEREAS, the City has been trying to fill the vacant Associate Civil Engineer position for Wastewater Division, but was not successful; and
WHEREAS, there is a need for a higher-level engineering position in the City’s Wastewater Division to complete complex and critical Capital Improvement Project work requiring a change from an Associate Civil Engineer position to a Senior Civil Engineer position in the Division; and
WHEREAS, the new City’s Senior Engineer position will be funded by the Wastewater Enterprise Fund 18 with no impact to the General Fund;
NOW, THEREFORE, be it resolved by the City Council of the City of Pacifica that the Associate Engineer position to be reclassified to a Senior Civil Engineer position in Public Works Wastewater Division and this change is to be reflected in the position control. • • • • •
