BACKGROUND/DISCUSSION:

The Pacifica Historical Society (PHS) previously stored Ocean Shore Railroad (OSRR) Car No. 1409 at the City’s Calera Creek Water Recycling Plant (CCWRP) for more than five years in partnership with the City of Pacifica until PHS’s lease with the City expired on November 1, 2019. PHS then applied for a temporary use permit to enable relocation of the railcar to the Vallemar Center shopping center at 2125 Coast Highway.

The Planning Commission approved Temporary Use Permit TUP-2-19 (File No. 2019-029) on November 4, 2019, authorizing the PHS to perform minor grading, to construct heavy timber cribbing, to install the railcar within a temporary enclosure, and to perform renovation work on the railcar. The initial term of TUP-2-19 allowed the railcar installation and restoration operation for a period of six months with the ability to seek up to two six-month extensions by the Planning Director.

Following approval of TUP-2-19, the PHS performed the minor grading and constructed the wooden cribbing platform required to prepare the site for the railcar. The PHS relocated the railcar to the Vallemar Center site in December 2019 and began restoration work shortly thereafter. However, the worldwide novel coronavirus (COVID-19) pandemic and public health emergency caused the Health Officer of the County of San Mateo to issue a shelter-in-place order shortly thereafter in March 2020.

On June 21, 2021, the Planning Commission approved Temporary Use Permit TUP-1-21 (File No. 2021-016) to continue the restoration operations in the manner initially approved by TUP-2-

19. The approval of TUP-1-21 allowed the railcar installation and restoration operation for a period of six months with the ability to seek up to two six-month extensions by the Planning Director.

The PHS proposes to relocate its Ocean Shore Railroad Car No. 1409 restoration operations to a City owned parking lot located at 1910 Francisco Boulevard in the West Sharp Park neighborhood. The railroad car will be placed on the southwest corner of the site. It will be situated on cribbing under a tent, which will be removed for restoration work. The tent measures approximately 54 feet long by 20 feet wide by 18 feet tall. The tent will be surrounded by 6-foottall chain link fencing.

Restoration work on the railcar would include finishing the roof, installing windows, and painting the exterior. All work will be done with battery operated hand tools, and no generator will be placed on the site. All milling and fabrication work will be done off-site and then brought onsite.

The PHS has indicated that the railcar does not contain lead or asbestos hazardous materials.

Hours of restoration work are proposed to be 9:00 AM to 5:00 PM and would include up to three workers.

These workers would utilize existing parking spaces. At this time, no security lighting is proposed. The railcar will be protected by a 6-foot-tall chain link fence. Francisco Boulevard contains street lighting abutting the proposed location and the site is adequately lit. If there are any security concerns in the future, the applicant will provide a lighting plan to the City for review prior to installation of security lighting.

ALTERNATIVE ACTION:

The City Council of Pacifica could not approve the License Agreement and “The Pacifica Historical Society” would need to look for an alternative location.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
