City Council Strategic Planning for FY2023-24
RECOMMENDED ACTION:
Undertake a facilitated strategic planning workshop to discuss Mission, Vision, and Values statements for the City of Pacifica and identify goals and strategies for the next five to ten years.

BACKGROUND/DISCUSSION:
Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. This annual process is intended to identify Council priorities in advance of developing the annual budget, in order to align the City’s financial resources with the projects and initiatives that will make up the workplan for the fiscal year.
This year, the City Council will be undertaking a slightly different process - strategic planning. A best practice for high functioning organizations, strategic planning is intended to begin with identifying Mission, Vision, and Values statements for the organization, followed by identifying long-term goals that reflect those statements, and multi-year strategies to fulfill those goals.
The City has numerous large multi-year projects and initiatives underway, and in recent years has completed significant plans and studies, making it an opportune time in Pacifica’s history to undertake a true strategic planning process to guide a multi-year work program to accomplish a well-articulated and clearly defined Strategic Plan.

Attachment A provides the list of current Council Goals. Attachment B provides a detailed midyear summary of the current FY2022-23 Council Priorities. And Attachment C provides a current list of numerous Non-discretionary City Priorities. These background documents are intended to help inform the Council’s strategic planning discussion. In addition, a PowerPoint to guide the Council’s discussion on Saturday will be distributed at the Council workshop and posted on the City’s website.

FISCAL IMPACT:
There is no fiscal impact associated with the City Council’s strategic planning workshop.
Adoption of the Strategic Plan will occur at a later date during the FY2023-24 budget development process, at which time the fiscal impact of action items will be identified.
