BACKGROUND/DISCUSSION:

The City’s Part-Time Salary Schedule includes approximately 31 part-time position classifications used for various City functions.

The City’s current part-time salary schedule became effective January 1, 2022, with a recommendation of a $15.00 minimum wage effective January 1, 2022.

The proposed part-time Salary Schedule 2023 (Attachment B) will ensure that the City complies with the State’s minimum wage requirements.

In 2017, California started its stair-step climb to a $15.00 minimum wage per hour statewide by 2022 for large businesses with 26 or more employees, and by 2023 for small businesses with 25 or fewer employees. This law increased the minimum wage over time, consistent with economic expansion while providing safety valves if adverse economic conditions emerged.

This past July 2022, the United States Consumer Price Index for Urban Wage Earners and Clerical Workers by the Department of Finance found that the inflation rate had increased by

7.9%, which required an increase in the minimum wage by 3.5%, resulting in the $15.50 per hour rate for 2023. Accordingly, Governor Newsom announced that California’s minimum wage would increase to $15.50 per hour, rather than $15.00 per hour, effective January 1, 2023.

For the City, this increase will continue to help address additional concerns, such as difficulty attracting and retaining qualified part-time staff. To help our employees achieve economic security and acknowledge the higher relative cost of living on the Peninsula, the City Manager recommends approval for a minimum wage that reaches $15.50 per hour, effective January 1, 2023, which will address compaction and retention concerns.

The updated PT Master Salary Schedule also reflects the June 27, 2022, City Council approval of funding for part-time hourly help with Helpdesk tickets in the IT Department, based on the salary range from $25.00 - $30.00 per hour to preserve the required services provided by this position.

The schedule also includes an existing part-time Food Services Coordinator position to serve as a relief cook for the Senior lunch program that was omitted in the previous salary schedule.

The revised salary schedule includes adjusting salary ranges for nine part-time positions to comply with the minimum wage increase, and reflects the previously approved hourly rates for the Information Technology Assistant and placing the part-time Food Services Coordinator position back on the schedule as follows:

Staff estimates that the proposed changes to the part-time salary schedule will have minimal impact on the City’s operating budget. Budget trends show that departments typically are under budget or absorb additional costs within their operating budget for part-time, hourly positions. Part-time hourly positions are budgeted based on business needs and are allocated accordingly.

ALTERNATIVE ACTION:

Minimum wage salary adjustment is consistent with State requirements; therefore, there is no alternative action provided.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

The recommended action is consistent with the following Council goal:
“A Strong City Workforce Infrastructure” includes strategies to address employee retention and attraction challenges, engaging staff in decision-making, and recognizing staff.

FISCAL IMPACT:

The budget impact of the proposed part-time salary schedule is anticipated to have a minimal impact on the City’s operating budget. The 2022-23 Adopted Budget provides adequate budget authority to allow each department to absorb this annual CPI increase.
