Appointments to the Beautification Advisory Committee; Economic Development Committee; and Planning Commission
RECOMMENDED ACTION:
1) Move to appoint applicant(s) to the Beautification Advisory Committee for 3 full terms to expire March 2027;
2) Move to appoint an applicant to the Economic Development Committee for one partial term to expire October 2023;
3) Move to appointment applicant(s) to the Planning Commission for 2 full terms to expire March 2027.

BACKGROUND/DISCUSSION:
The City has recruited applicants for the Beautification Advisory Committee (BAC); Economic Development Committee (EDC); and Planning Commission to fill vacancies due to:
1) three (3) positions on the Beautification Advisory Committee for full 4-year terms to expire March 2027;
2) one (1) position on the Economic Development Committee for one partial term to expire October 2023;
3) two (2) positions on the Planning Commission for full 4-year terms to expire March 2027.
The previous recruitment for the Economic Development Committee left one position for a partial term to expire October 2023 unfilled. The City is seeking to recruit this partial term with this recruitment.
Recruitment notices were posted on the City website on January 12, 2023, and published in the Pacifica Tribune on January 18, 2023; January 25, 2023; February 1, 2023; and February 8, 2023. In addition, on January 25, 2023, the City Manager published a column in the Pacifica Tribune notifying the public of purpose statements and recruitment periods for the committees and commissions.
The application deadline of February 3, 2023, was extended to February 10, 2023. The extension beyond February 3, 2023, was for the Planning Commission, as the City had received Pacifica City Council 2

a sufficient number of applicants for the Beautification Advisory Committee and the Economic Development Committee by the February 3, 2023 deadline.
The City received six (6) timely applications for the Beautification Advisory Committee; two (2) timely applications for the Economic Development Committee; and four (4) timely applications for the Planning Commission. One applicant for the Beautification Advisory Committee subsequently withdrew their application, resulting in five (5) applicants for consideration. The list of applicants under consideration for each committee and commission are attached.
Interviews were conducted by the City Council at a Special City Council Meeting on February 28, 2023.
Selection Process
Lists of all applicants under consideration for each committee / commission are attached as Attachment A - Beautification Advisory Committee applicants, Attachment B - Economic Development Committee applicants, and Attachment C - Planning Commission.
Council may choose to deliberate as to the candidates that they would support to nominate for appointments to each of the open Committee or Commission seats. Council should then make a formal motion to appoint named applicants to each committee / commission. Each formal motion should specify which named individual(s) are nominated for appointment to full terms and which named individual(s) are nominated for appointment to a partial term of specified duration, if there are multiple positions to be filled for differing terms.
