BACKGROUND/DISCUSSION:
On September 12, 2022, Council authorized the City Manager to award and execute the Consultant Agreement in the amount of $182,632 for Smoke Testing Services for the Wastewater Collections System Smoke Testing FY 2022-2023 Project with Total Flow, Inc. The Project conducted smoke testing of the sanitary sewer system in the neighborhoods of Linda Mar, Pedro Point and Park Pacifica which consisted of about 236,000 linear feet of sanitary sewer mainlines from September 21 to November 4, 2022. These areas were identified in the Updated Master Plan as having the highest peak infiltration/inflow (“I/I”) rates. Infiltration is when groundwater seeps into sewer pipes through holes, cracks, joint failures, and faulty connections.
Inflow is when stormwater flows into the sewer system through illegal connections of roof drain downspouts, foundation drains, storm drain cross-connections, and through holes in manhole covers.
On November 22, 2022, staff received the Smoke Testing Report from Total Flow, Inc. which indicated a total of thirty-three locations where smoke returns were detected caused by 12 stormwater inflow and 21 groundwater infiltration sources (See Table 1).
Letters were sent to property owners and occupants informing them that smoke returns were detected in their property during the smoke testing which indicated infiltration or inflow coming from their property. The letter informed the residents that a more detailed letter of the deficiencies will be sent to indicate a timeline expected for repairs to occur. The City will also provide information about its Sewer Lateral Replacement Program and encourage affected property owners to apply for this reimbursement grant.

The Project was completed without any change orders and staff was satisfied with the Consultant’s performance.
The City Manager is recommending the adoption of the attached resolution accepting completion of the project and the filing of the Notice of Completion (Attachment A) with the San Mateo County Recorder’s Office.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution accepting completion of the Project, but as the work has been satisfactorily completed, the Project will remain open, and staff will not be able to move forward with performing other smoke testing in other areas that have high I/I rates.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Adoption of the resolution accepting completion of the project is consistent with the following Pacifica City Council 3
March 13, 2023
Council adopted Goals:
· Stewardship of City Infrastructure and Maintaining a Safe Community: The Smoke Testing of the sanitary sewer are used to detect cracks/connection issues in the sewer system where unwanted water is entering the City’s sewer system.
Findings will be used to correct and fix the system thus help reduce the I&I in the Collections System.
FISCAL IMPACT:
There is no fiscal impact associated with the filing of the Notice of Completion. The total project Source and Use of Funds table is shown below. The project balance will remain in Fund 34.
