INTRODUCTION:

On January 23, 2023, the City Council held a joint Study Session with the Planning Commission to receive a presentation, public input and to discuss and provide direction on the Pacifica Economic Opportunities Study (EOS). The study was prepared by Kosmont Companies to provide an analysis of Economic Opportunities in the City of Pacifica and its 5 business districts:
• Pacific Manor/Fairmont
• Sharp Park/Eureka Square
• Rockaway Beach/Vallemar
• Linda Mar/Sun Valley
• Pedro Point
The EOS also serves as a framework to advance the City’s future work in Economic Development as well as develop the future goals of the City’s Vision 2025 and Beyond Fiscal Sustainability Plan.

ADDITIONS & REVISIONS TO PACIFICA ECONOMIC OPPORTUNITES STUDY (EOS) Staff has reviewed the discussion and direction provided by the City Council on the EOS from the January 23, 2023 Study Session. The following additions and revisions have been made to the Final version of the EOS Report (Attachment 1) as a result of that review:

SWOT Analysis - Threats (pg. 21)
• Bullet point 4 - Sea level rise and Coastal erosion impacts new development in Rockaway and near Manor - revised to note that it impacts all 5 business districts in the City.

Potential Opportunity Sites Section (starting on pg. 88) • Added text that each Opportunity Site review will include analysis of impact on City services & infrastructure.

Revenue Analysis & Sales Tax Growth (pg. 129)
• Bullet point 3 clarified that the 7% Sales Tax growth number includes the impact of revenues from the County Pool (primarily online sales) and sales trends in the State, County, and in Pacifica
Illustrative Fiscal Impact of New Development (pg. 138) • Note that the revenue estimates are for Year 1 revenues in 2023 dollars. They do not include annual growth due to inflationary impacts (e.g. 2% prop tax, sales tax, VLF, franchise fees)

NEXT STEPS
Once the City Council has accepted the Final EOS, List of Opportunities and Timing of the EOS, staff will integrate these items into the development of the City’s Economic Development program. Items listed in the Short-Term category in the EOS Timing List will be prioritized for further analysis to be considered for implementation in the next two years. Items in the Medium Term and Long-Term categories will be explored and developed in future years. The final list of EOS Opportunities and Timing will also inform the Council during the Strategic Planning process that is currently underway with a second workshop that is scheduled for April 11, 2023.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

The Economic Opportunities Study will advance the Vision 2025 & Beyond City Council Priority Item # 4 - Economic Development Strategies for a long-term and financially sustainable vision for Pacifica, as well as the City Council’s Strategic Plan goal of Fiscal Sustainability.

FISCAL IMPACT:

There is no immediate fiscal impact associated with the acceptance of the Final Version of EOS, List of Opportunities and EOS Timing List.

Pursuing the Economic Opportunities outlined in the EOS Study document could require additional funding in the current and upcoming fiscal years. Implementing opportunities at the 8 Opportunity Sites outlined in the EOS could generate up to $1.45 - $2.75 Million per year in new future revenues for the City if approved by Council. Other recommendations in the EOS report could also result in additional revenues for the City.
