BACKGROUND/DISCUSSION:
On September 26, 2022, the City Council approved Task Order No. 1 between the City of Pacifica and NCE for Design and Engineering Services related to the FY 2023-24 Pavement Resurfacing Project. The project will resurface streets generally in the Manor District and northern part of Pacifica. As part of the 2023-24 Pavement Resurfacing Project, new ADA curb ramps must be installed within the limits of the project as specified in the City’s ADA Transition Plan and by Federal ADA law.
The FY 2023-24 Concrete Improvement Project will install 25 new ADA-compliant curb ramps, repair sidewalks, curb and gutters and other miscellaneous related work within the limits of the pavement resurfacing work. The project will be funded by Measure W funds.
The Project was advertised on February 1, 2023, and February 8, 2023, in accordance with the formal bid process. Thirty-three (33) companies requested plans and specifications and ten (10) companies submitted bids. On February 23, 2023, the bid opening was held via Zoom by the City Clerk and the result is as follows:
Pacifica City Council 2
March 27, 2023
Company Bid
Mercoza $203,279.50
Rosas Brothers Construction $259,565.00
Villalobos and Associates Inc. $259,780.00
RK Engineering INC $283,778.00
Terocons Inc. $317,900.00
Kerex Engineering $368,300.00
FBD Vanguard Construction, Inc. $461,853.00
golden bay construction, inc. $529,549.00
DRYCO Construction, Inc. $585,935.00
NBC Construction and Engineering, Inc. $789,749.30
The apparent low bidder is Mercoza with a bid amount of $203,279.50. All required documentation was submitted with their bid. Mercoza has performed several of the City’s projects in the past and their work has been satisfactory. As there are sufficient project funds approved as part of the FY 2022-2023 budget, the City Manager recommends the award of contract (Attachment "A") to the apparent low bidder, Mercoza. In addition, a 15% contingency is recommended to allow enough funding to handle any additional improvements that are identified during construction.
Wilsey Ham is on the City’s Consultant On-Call List and is a full-service engineering firm that specializes in local agency staff augmentation work including construction management and inspection work. Not only do they have the expertise in construction inspection and management for this type of project, but are also familiar with City standards. Therefore, staff recommends approval of the Master Agreement and Task Order No. 1 between the City of Pacifica and Wilsey Ham (Attachment "B") for the construction management, inspections and material testing of this project in an amount not to exceed $65,120.00.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution and not approve the construction contract.
However, this will result in project delays and possible increase in construction cost. Staff does not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. This construction project will improve the existing pedestrian network by installing ADA-compliant curb ramps.

The following is the source and use of funds for the project:
Total Project Source and Use of Funds
Measure W $ 543,000.00
