BACKGROUND / DISCUSSION:

The City entered into an agreement with RGS for Economic Development Services under the City Manager's authority in September 2021 to bring professional consulting expertise and provide technical assistance related to the Economic Development activities. The services are being provided by Brian Moura, who has extensive knowledge, expertise and years of experience serving and advising several California public agencies on economic development matters. Also, Mr. Moura’s familiarity with Pacifica’s financial conditions, unique needs, organizational structure and key stakeholders, as per his previous engagement with the City on the Civic Center financing strategy, uniquely qualifies him to provide these services in the most efficient manner.

Under this agreement, RGS provided consulting guidance and advisory services in all functional areas of Economic Development, specifically on developing the scope and timeline for the Vision 2025 & Beyond Fiscal Sustainability Plan to achieve Pacifica’s future vision and fulfill the Council’s Strategic Goals related to Economic Development, as well as assistance with other economic development projects and initiatives as needed. The consulting services provided under this engagement are especially critical and valuable due to the City’s recruitment challenges in filling the Economic Development Manager position.

The City achieved significant Economic Development accomplishments while utilizing consulting services under this contract, including, but not limited to the following:
• developed components for the Vision 2025 project that contained analysis of financial sustainability and revenue enhancement strategies;
• completed Pacifica’s marketing study that included: Audience and Business research, Gap Assessment & Opportunities, and Marketing Campaign Concepts & Vision.

Launched the multi-year Marketing Plan with implementation of top two marketing opportunities earlier this year: Shop Pacifica eGift Card (driving more residents and visitors to shop at Pacifica Businesses), and Workcations in Pacifica (driving more Pacifica City Council 2

• developed the project scope, prepared and managed RFP for the Economic Opportunities Study in Pacifica, and worked closely with the selected firm (Kosmont) to bring this project to completion with the final Economic Opportunities Study report being presented for Council’s acceptance as a separate agenda item tonight.

With the Economic Opportunities Study now moving into the implementation phase, it will require specialized project management expertise and focus that RGS can provide to this project.

It is critical for the City to continue utilizing the Economic Development Advisory services with RGS to continue staying on track with the Economic Development Program goals and objectives. The consultant will assist with the implementation of items listed in the short-term category of the Economic Opportunities Study and support other economic development projects and initiatives that are currently underway. It is important to highlight that the City currently does not have solely designated staff members or specialized in-house Economic Development expertise to provide these services, but we hope to be able to fill the Economic Development Manager position in the near future.

ALTERNATIVE ACTION:

The Council may choose not to approve the contract amendment and/or provide staff with alternative directions. However, exercising this option will limit the staff’s ability to deliver on the Economic Development program goals and Council priorities.

FISCAL IMPACT:

The FY 2022-23 impact of this amendment is estimated at an additional $15,000 for the remainder of the fiscal year. If approved, the remaining $50,000 of the requested amount will be added to the FY 2023-24 Base Budget during the budget development process.
