CITY OF PACIFICA

COUNCIL AGENDA SUMMARY REPORT
4/11/2023
1 SUBJECT:

City Council Strategic Planning Workshop for FY2023-24
RECOMMENDED ACTION:

Undertake a facilitated strategic planning workshop to provide direction on the Mission, Vision, and Values statements for the City of Pacifica and clarify and prioritize Goals and Strategies for FY2023-24 and future years.

STAFF CONTACT:

Kevin Woodhouse, City Manager

BACKGROUND/DISCUSSION:

Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. This annual process is intended to identify Council priorities in advance of developing the annual budget, in order to align the City's financial resources with the projects and initiatives that will make up the workplan for the fiscal year.

This year, the City Council is undertaking a slightly different process - strategic planning. A best practice for high-functioning organizations, strategic planning is intended to begin with identifying Mission, Vision, and Values statements for the organization, followed by identifying goals that represent those statements and strategies to fulfill those goals. The City has numerous large multi-year projects and initiatives underway and, in recent years, has completed significant plans and studies, making it an opportune time in Pacifica's history to undertake a true strategic planning process to guide a multi-year work program to accomplish the Strategic Plan.

The City Council conducted a successful initial strategic planning session on Saturday, March 4, 2023. At this workshop, City Council reviewed the consultant's analysis of the City's strengths, weaknesses, opportunities, and threats (SWOT) derived from the series of stakeholder interviews conducted prior to the workshop. As a result of the meeting, the City Council considered and provided direction on a number of items, including:
• Recent City accomplishments and its factors for success; • Pacifica's current strengths and weaknesses and future challenges and opportunities; • Alternative draft Mission, Vision and Values statements; • Identification of possible seven-to-ten year Goals to drive the City's priorities; and • Identification of possible Strategies to achieve each of the identified Goals. 1 Packet Pg. 4

Reference Materials for Strategic Planning Session
The attachment to this report provides a listing of the Strategic Plan Goals previously identified by the City Council with the associated Strategies identified for each Goal as well. The Goals and Strategies have been reviewed and further developed by City staff and the consulting facilitator. Each page of the attachment provides the following:
• Proposed Goal language for Council review and direction; • A listing of the most significant related staff work that competes for the same resources necessary to achieve that Goal and its Strategies; and
• An updated listing of possible Strategies to achieve that Goal.

Significant changes in the attachment from the prior Council strategic planning workshop are identified with strikeouts for deletions, underlining for additions, and italics for modifications.

During the April 11, 2023, City Council workshop, the City Council will be asked to help prioritize the possible Strategies to guide the first two to three years of work necessary to achieve the Strategic Plan.

Agenda for Strategic Planning Session
The agenda for the session on April 11, 2023, will have several parts, as follows, and will be facilitated by Greg Larson, who also facilitated the prior workshop:

A. Welcome and Workshop Overview
B. Review Prior Workshop Outcomes
C. Public Comment
D. Provide Direction on the Mission, Vision and Values
E. Clarify the Identified Possible Goals and Strategies F. Consider City Constraints
G. Prioritize the Strategies to Achieve Each Goal
H. Wrap-Up & Adjournment
Next Steps
Following discussion and direction from Council on April 11th, staff and the facilitator will prepare two documents for a future regular meeting of the City Council, as follows:
• Proposed Pacifica Strategic Plan which will include the Mission, Vision, Values, Goals and Strategies as previously directed by the Council; and • Implementation Action Program which is a compilation of the staff work plans structured to advance the Council’s highest priority Strategies based on the resources available.

The Strategic Plan itself will be presented for Council review, direction and approval, while the Implementation Action Program is an advisory document developed based on the Council’s budget approvals and used to provide periodic updates on Strategic Plan progress as well as annual updates to the Strategic Plan.

FISCAL IMPACT:

There is no fiscal impact associated with the City Council's strategic planning workshop.

Adoption of the Strategic Plan will occur at a later date during the FY2023-24 budget development process, at which time the fiscal impact of action items will be identified. A key aspect of the Strategic Plan is prioritizing the work of the City on a regular basis.
