Appointments to the Beautification Advisory Committee; Parks, Beaches and Recreation Commission; Open Space and Parkland Advisory Committee; and Measure Y Citizens’ Oversight Committee
RECOMMENDED ACTION:
1) Move to appoint an applicant to the Beautification Advisory Committee for 1 partial term to expire March 2026;
2) Move to appoint applicant(s) to the Parks, Beaches and Recreation Commission for 2 full four-year terms to expire May 2027;
3) Move to appoint applicant(s) to the Open Space and Parkland Advisory Committee for 2 full four-year terms to expire May 2027;
4) Move to appoint applicant(s) to the Measure Y Citizens’ Oversight Committee for 2 twoyear terms to expire May 2025 and up to 3 four-year terms to expire May 2027.

BACKGROUND/DISCUSSION:
The City has recruited applicants for the Beautification Advisory Committee (BAC); Parks, Beaches and Recreation Commission (PB&R); and Open Space and Parkland Advisory Committee (OSPAC) to fill vacancies and expiring terms as follows:
1) one (1) position on the Beautification Advisory Committee for one partial term to expire March 2026;
2) two (2) positions on the Parks, Beaches and Recreation Commission for full 4-year terms to expire May 2027;
3) two (2) positions on the Open Space and Parkland Advisory Committee for full 4- year terms to expire May 2027.
Recruitment notices were posted on the City website on March 24, 2023, and published in the Pacifica Tribune on March 29, 2023; April 5, 2023; April 12, 2023; and April 19, 2023. The Pacifica City Council 2

application deadline of April 14, 2023, was extended to April 21, 2023, and then finally to April 28, 2023.
At the City Council meeting held on April 24, 2023, the City Council approved Resolution No. 40-2023 creating the Measure Y Citizens’ Oversight Committee. The City has recruited applicants for the Measure Y Citizens’ Oversight Committee to fill two (2) positions for partial terms to expire May 2025 and up to three (3) positions for full terms to expire May 2027.
Recruitment notices were posted on the City website on April 26, 2023, and published in the Pacifica Tribune on May 3, 2023, and May 10, 2023.
Recruitment for the above-referenced City Committee / Commission positions was also advertised in the “Connect With Pacifica” weekly e-newsletter issued by the City Manager’s Office and the City’s Facebook and NextDoor social media channels.
The City received two (2) timely applications for the Beautification Advisory Committee; three (3) timely applications for the Parks, Beaches and Recreation Commission; two (2) timely applications for the Open Space and Parkland Advisory Committee; and four (4) timely applications for the Measure Y Citizens’ Oversight Committee. The list of applicants under consideration for each committee and commission are attached.
Interviews were conducted by the City Council at a Special City Council Meeting held on May 16, 2023.
Selection Process
Lists of all applicants under consideration for each committee / commission are attached as Attachment A - Beautification Advisory Committee applicants, Attachment B - Parks, Beaches and Recreation Commission applicants, Attachment C - Open Space and Parkland Advisory Commission applicants, and Attachment D - Measure Y Citizens’ Oversight Committee applicants.
Council may choose to deliberate as to the candidates that they would support to nominate for appointments to each of the open Committee or Commission seats. Council should then make a formal motion to appoint named applicants to each committee / commission. Each formal motion should specify which named individual(s) are nominated for appointment to full terms and which named individual(s) are nominated for appointment to a partial term of specified duration, if there are multiple positions to be filled for differing terms.
As set forth in Resolution No. 40-2023 (Attachment E) establishing the Measure Y Citizens’ Oversight Committee and setting forth the Committee Member Terms, the first two members appointed shall serve for an initial 2-year term (to expire May 2025) and the remaining appointed member(s) shall serve a 4-year term (to expire May 2027). The formal motion for appointments to the Measure Y Citizens’ Oversight Committee should name which individuals are selected for the initial 2-year term and which are selected for the 4-year term(s).
