BACKGROUND:

In July 2014 the Pacifica City Council adopted its first Climate Action Plan. In recent years, the City Council has received requests from residents and environmental groups for the City to update its Climate Action Plan. In response to this, Council adopted as Goal #3 of their FY 2022-23 City Council Priorities to, “Complete an update to the Climate Action Plan”. Council reaffirmed their commitment in the May 8, 2023 adoption of Pacifica Strategic Plan 2023 to 2030, which states as Goal 4 to “Pursue Climate Change Adaptation and Mitigation” with an update to the City’s Climate Action and Adaptation Plan being their topmost strategy in that pursuit.

On April 24, 2023, Council held a study session to gather information and public input, as well as provide direction to staff on how the next steps for updating the CAAP should be formulated, with consideration to funding, resources, and staff involvement. Council directed staff to bring recommendations back to Council for the size and structure of a task force that will be charged to work collaboratively to develop a draft update to the CAAP. Council indicated the recommendations should address task force membership, purpose, term, and general provisions.

TASK FORCE FORMATION:

Forming a community-based task force to develop and draft an update to Pacifica’s CAAP is a method of involving the community in identifying the means and the measures the City can take to meaningfully mitigate its impact on the climate. This Task Force will be a Council-appointed group, subject to the provisions of the Brown Act, and charged with drafting the City’s CAAP for City Council consideration. Any potential strategies or measures identified by the Task Force Pacifica City Council 2

will be informed by community input, scientific measurements, staff expertise, and will ultimately require approval by the City Council.

The City Manager recommends the following for the formation of this Task Force. These are shown in Exhibit A of the Draft Resolution, and include:
• Task Force Membership: size, representation, and selection process • Task Force Purpose and Provisions: term, meetings, duties, and general provisions A. TASK FORCE MEMBERSHIP

1. Size
The Task Force should be comprised of 9-11 community members. This number of participants is large enough for numerous tasks to be assigned and worked on by the members, provides ample positions to assure a cross-section of the community may participate, and would be a manageable size for the staff who support it.

2. Representation
To draft an effective CAAP, it is important to engage with and consider the viewpoints of a diverse mix of stakeholders. Members of this Task Force should be selected to represent a broad cross-section of the community, such as residents, businesses, youth, faith community, nonprofit organizations, and residential and commercial property owners.

City staff would not be members of the Task Force but will provide meeting support to the Task Force necessary for it to carry out its assigned work. Staff would also engage on behalf of the Task Force with other City partners such as other governmental agencies and consultants as needed.

3. Selection process
The Task Force would be a Council-appointed body. Qualified applicants would ideally have some experience with or be familiar with climate change and sustainability principles and strategies. The members would be selected through a written application process with follow-up interviews of the top-qualified applicants.

B. TASK FORCE PURPOSE AND PROVISIONS

1. Purpose
The following is a draft Task Force purpose statement for Council to consider:

To develop a Climate Action and Adaptation Plan for adoption by City Council that identifies measurable targets and specific actions the City can take to reduce GHG emissions in Pacifica on a timeline that gives consideration to funding and resources available to the City, and that includes provisions to monitor the implementation of the CAAP, as well as plan for its update at an interval deemed appropriate.

As a starting point, the City Manager recommends the following guiding principles for the Task Force in their evaluation of the CAAP’s potential targets and actions. The CAAP – Pacifica City Council 3
May 22, 2023
• Should be representative of Pacifica’s community values and priorities as identified through purposeful community engagement.
• Should focus on the three priority areas identified for local government action in the California Air Resources Board (CARB) 2022 Scoping Plan:
o Transportation electrification
o Vehicle Miles Traveled (VMT) reduction, and
o Building Decarbonization
• Should prioritize targets and actions that are not currently addressed in other City plans and projects.
• Should, in this iteration, identify targets and actions that will have near- to mid-term effects in the Pacifica community.
• Should identify available/attainable resources for the recommended initiatives.

2. Term
The Task Force would exist for a limited term to diligently perform the specific work directed by City Council and would exist until City Council adoption of the CAAP, or until otherwise disbanded or extended by action of the City Council. The term of participation for Task Force members would be the duration of the Task Force’s existence.

3. Meetings
The Task Force will meet not less than monthly as a body and present its progress to City Council at key project milestones, to be determined, to receive guidance towards completion of the CAAP. Non-quorum subcommittees of the Task Force will likely need to meet more frequently, which would not be Brown Act noticed meetings.

4. Duties
The duties of the Task Force would be to develop a CAAP for Council consideration and adoption. This would entail engaging with staff, the community, and other stakeholders to meet the following milestones within the estimated timeline of 18 to 24 months. • Define the scope of the CAAP
• Analyze the City’s GHG inventory and develop an emissions forecast • Establish measurable targets and actionable goals
• Formulate the strategies, initiatives, and plan to implement the goals • Draft the CAAP, with reporting and updating requirements built in • Present the CAAP to City Council for adoption

5. General Provisions
The Task Force will follow the General Terms for City of Pacifica Commissions and Committees including electing a Chair and Vice Chair, holding meetings subject to the Brown Act, and following the rules in the Commission and Committee Handbook.
