Annual Reports to City Council from the Beautification Advisory Committee, Economic Development Committee, Emergency Preparedness & Safety Commission, Open Space and Parkland Advisory Committee, Parks, Beaches & Recreation Commission, and Planning Commission
RECOMMENDED ACTION:
This is an informational item. It is requested that the City Council provide feedback and receive and file the annual report of each commission and committee.

BACKGROUND/DISCUSSION:
The City Council adopted Resolution No. 12-2018 at their April 9, 2018 regular meeting changing the annual reporting requirements of city commissions and committees. The resolution directs commissions and committees to present their annual reports at a designated study session rather than at different times of the year.
Written reports and power point presentations are attached. In accordance with the Resolution No. 12-2018, the City Council will receive the annual reports from each of the commissions and committees in the following order:
1) Planning Commission
2) Parks, Beaches & Recreation Commission
3) Emergency Preparedness & Safety Commission
4) Beautification Advisory Committee
5) Economic Development Committee
6) Open Space & Parkland Advisory Committee
Additionally, at the City Council meeting held on April 10, 2023, the City Council approved staff commencing the process for reviewing charters for Council-appointed Commissions and Committees and formed a two-Councilmember ad-hoc subcommittee of Mayor Bigstyck and Councilmember Bier to develop survey questions for Commissions/Committees as part of the charter review process. The Council approved the timeline and sequence of the Commissions/Committees charter review beginning with the Open Space & Parkland Advisory Committee and Library Advisory Committee. The process will begin with soliciting initial feedback from Committee / Commission members as guided by staff liaisons. Consideration of feedback from Committee / Commission members and staff recommendations for charter amendments will be agendized for future City Council meetings.
