BACKGROUND/DISCUSSION:

During the FY 2022-23 Capital Improvements Program (CIP) budget approval process, the Council approved funding for the Rockaway Pump Station (RPS) Bar Screen Rebuild Project (Project).

The Calera Creek Water Recycling Plant (Plant) receives wastewater from city wide pump stations which collect and convey the wastewater to the Plant. The Plant, unlike most conventional treatment plants, has no removal system for rags and relies on individual pump stations for screening (removal). The bar screen is a vital piece of equipment that helps to remove grit and other debris from reaching the Plant. The existing screening system at the RPS includes (1) Smith & Loveless Schloss bar screen unit which was originally installed in 1996.

The primary responsibility of this equipment is to remove objects such as rags, wipes & plastics from the wastewater to protect the downstream processes and pumps. The equipment has reached the end of its life and needs to be rehabilitated to prevent a major shutdown in the future.

The Project includes MISCOwater to furnish and install all the necessary equipment to provide the RPS a functioning and highly improved headworks system including all components necessary for the Project.

The following are reasons purchase and installation of Smith & Loveless Schloss bar screen Rebuild Unit from MISCOwater have been determined to be sole source commodities and benefits the city:
• Smith & Loveless, Inc. is the sole manufacturer of the Smith & Loveless Schloss bar screen unit and the exclusive source for service parts and appurtenances. • MISCOwater is the exclusive Smith & Loveless Schloss representative for California. • Rebuilding the bar screen unit is more economical and effective compared to purchasing a different bar screen unit from a different manufacturer which will need reconfiguration of the well, will need more funding and will run the risk of not having a working bar screen because of time delay.
• Purchasing the above equipment reduces the complexity of Operations & Maintenance requirements due to the commonality of equipment already on-site.

For these reasons, the City Manager is recommending the approval of the Purchase Agreement between the City of Pacifica and MISCOwater, via sole source, in the amount of $162,343 for the purchase of Smith & Loveless - Schloss bar screen rebuild unit for the Rockaway Pump Station Bar Screen Project and to authorize the City Manager to execute all documents related to the project.

ALTERNATIVE ACTION:

The Council may choose not to approve the Purchase Agreement with MISCOwater via sole source and direct staff to issue a Request for Proposal (RFP). However, doing so would delay project delivery, will likely increase project cost, and will subject the City to parts procurement delays during failures and may not result in identifying a similarly effective product. The City Manager does not recommend this alternate action.

RELATION TO CITY GOALS AND WORK PLAN:

Approval of the Annual Purchase Orders is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: The Project will upgrade the City’s wastewater collection system pump station to support the treatment plant’s grit removal system which will ensure proper treatment of wastewater and protect downstream equipment in the plant.
• Maintaining a Safe Community: The Project will upgrade the City’s wastewater collection system’s pump station and protect public health and the environment. This equipment will also assist in avoiding pump station and the Plant failures.

FISCAL IMPACT:

The cost of purchasing the Smith & Loveless Schloss bar screen unit is $162,344. The Source and Use of Funds spreadsheet is shown below.
