BACKGROUND/DISCUSSION:

The Esplanade Ave. and Palmetto Ave. Bicycle & Pedestrian Improvement Project looks to install or update approximately two miles of bicycle facilities and improve two key intersections along Palmetto and Esplanade Avenue from Westline Drive to Paloma Avenue from the 2020 Bicycle & Pedestrian Master Plan. The project was submitted and selected for Transportation Development Act Article 3 grant funding in July 2022 and was programmed in the 2022-27 Capital Improvement Program. Staff further applied and was successful in additional funding to perform pavement resurfacing (slurry/cape seal with asphalt repairs) along the route through San Mateo County Transportation Authority Cycle 6 Bike-Ped Grant.

Staff has been working with Fehr & Peers under an on-call Transportation and Traffic Engineering agreement. An Amendment to Fehr & Peers Task Order 1 to increase the scope of work for additional pavement design services was approved by the City Council on January 9th, 2023 (Attachment 2 and 3).

San Mateo County Transportation Authority (SMCTA) provided comments as part of the requirements of the Cycle 6 Bike-Ped Grant. Additional scope is needed to include Class IIIB bicycle boulevard elements, a rectangular rapid flashing beacon, and re-design of curb ramps in order to address SMCTA’s comments. The design timeline is delayed addressing SMCTA’s design review comments to progress to 95% design. At this time, design is expected to be finished by Winter 2023 and construction in Summer 2024. The additional design scope is estimated at $46,000.

This additional work is not expected to increase the City’s match and therefore does not require any further budget at this time as current grant funding will cover this cost. It is therefore the City Pacifica City Council 2

ALTERNATIVE ACTION:

Alternative Action would be to not adopt the resolution which would delay the project design and possibly jeopardizing the City from receiving the grant funding. Staff does not support this alternative action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as City Hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. Adopting the resolution will allow design of this bicycle and pedestrian improvement project to continue with additional road resurfacing added.
