BACKGROUND/DISCUSSION:

On August 8, 2022, the City Council approved an agreement with Fehr & Peers traffic consultants for development of a Local Roadway Safety Plan (LRSP) for Pacifica. As discussed during this meeting, development of a LRSP provides cities an opportunity to address the unique roadway safety needs in their jurisdictions. Approved LRSP plans are required for cities to receive Highway Improvement Safety Program (HSIP) grants, a core federal-aid grant that is used to achieve reductions in fatalities and injuries on public roadways.

To be eligible for HSIP grants, the development of the LRSP must be data driven. This complied accident and injury data results in a prioritized list of improvements and actions that become part of the LRSP and can be used for applying for HSIP grants and other state and federal roadway safety grants. The LRSP provides a framework for organizing stakeholders to identify, analyze and prioritize roadway safety improvements on local roadways based on the data reviewed.

As discussed with the Council at the August 8, 2022 meeting, to help with development of the LRSP, staff provided Fehr and Peers with complied public comments on roadway safety concerns that had previously been collected by the City. The City also conducted a social media outreach to the community to allow new comments related to roadway safety in Pacifica to be collected and these 114 comments were also provided to the consultant. The City organized a stakeholder’s group to assist with the development of the LRSP that included members from Fehr & Peers, Public Works, Fire, Police, Planning, Planning Commission, Emergency Preparedness and Safety Commission and the School District Safe Route to Schools Coordinator to discuss and review the data collected in the study.

Development of the LRSP required review of the collected traffic data to identify trends, select countermeasures and identify priority projects. This allowed for these to be applied to Emphasis Areas, Priority Locations, and other local roadway areas of concern. Emphasis Area treatment recommendations were provided for at-grade Caltrans facilities (ie. HWY 1), frontage roads, mixed-use areas, winding roads in hills and the Community Center, schools, and senior housing. As required for grant eligibility, Priority Locations were developed based on accident Pacifica City Council 2

and injury data and Priority Locations include Crespi Drive and HWY 1, Fassler Avenue and HWY 1, Sharp Park Road, Clarendon Road and Lakeside/Lakeview Avenues, and Linda Mar Boulevard. Other local roadway areas of concern are addressed through a Toolbox of available countermeasures that can be installed.

ALTERNATIVE ACTION:

Council may choose not to adopt the Local Roadway Safety Plan; however, this will prevent the City from qualifying for upcoming HSIP grants. Staff does not recommend this alternate action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the LRSP is consistent with the following Council adopted Goals:
• Improve and steward City infrastructure, streets and facilities: The LRSP will allow for identified roadway safety improvements in Pacifica that will be HSIP eligible.

FISCAL IMPACT:

There is no fiscal impact associated with this action.
