BACKGROUND/DISCUSSION:
During the FY 2023-24 Capital Improvements Program (CIP) budget approval process, the Council approved funding for Linda Mar Stormwater Pump Station Rehabilitation Project (Project).
The Linda Mar Stormwater Pump Station (LMSWPS) is a separate system from the sewer system. It receives storm water from the Linda Mar neighborhoods through catch basins and a series of pipes then discharges to the ocean. During this year’s storm events, the hydro pump system at LMSWPS failed and needed to be repaired necessitating the city to rent two 8-inch portable pumps and hoses to help the three operating electric pumps convey the stormwater while the hydro pump system was being repaired. The rental for each 8-inch portable pump system was around $7,800 every four weeks. Although the hydro pump system is now fully repaired and operating when needed, it was realized that having an 8-inch portable pump readily available will help the city during future catastrophic rain events. Wastewater Division staff evaluated similar pumps and concluded that the Gorman-Rupp Model PA8E60-4045H FT4 pump system is the best because of staff’s keen knowledge with the system and the pump’s known superior performance. Additionally, this pump was able to be delivered prior to the next winter storm season. This portable pump system will be dedicated for the LMSWPS’s use but will also be available to be used at the other pump stations during emergencies.

The proposed purchase will include for Thomas & Associates to furnish and deliver all the necessary equipment and parts to provide Linda Mar Storm Pump Station a functioning and highly improved portable pump system which will include suction, discharge, and all piping necessary.
The following are reasons purchase of Gorman-Rupp Model PA8E60-4045H FT4 8-inch Portable Pump Unit from Thomas & Associates have been determined to be sole source commodities and benefits the city:
• The Gorman-Rupp Model PA8E60-4045H FT4 8-inch Portable Pump Unit has been identified by wastewater staff to be the best alternative for the city because of its superior performance; and staff has been trained on this equipment, has a thorough understanding of the product's functionalities, and has experience troubleshooting/maintaining this pump.
• The Gorman-Rupp Company is a world leader in the production of pumps and engineered equipment for diversified markets and is the sole manufacturer of the Gorman-Rupp Model PA8E60-4045H FT4.
• Thomas & Associates (T&A) is the exclusive Gorman-Rupp Schloss representative for California.
• T&A guarantees delivery of the equipment within 8 weeks after the approval of the purchase agreement ensuring the pump system will be in-place before the storm season. Other pump suppliers were unable to provide expedited delivery. • It is more economical for the city to purchase its own portable pump unit than to rent. • Having Gorman-Rupp Model PA8E60-4045H FT4 8-inch Portable Pump Unit readily available any time will help the city during future catastrophic rain events.
For these reasons, the City Manager is recommending the approval of the Purchase Agreement between the City of Pacifica and Thomas & Associates, via sole source, in the amount of $145,214.84 for the purchase of Gorman-Rupp Model PA8E60-4045H FT4 8-inch Portable Pump Unit for the Linda Mar Stormwater Pump Station Rehabilitation Project and authorize the City Manager to execute all documents related to the purchase.
ALTERNATIVE ACTION:
The Council may choose not to approve the Purchase Agreement with Thomas & Associates, via sole source. However, doing so would delay project delivery, will likely increase project cost, and will subject the city to possible flooding in the Linda Mar neighborhoods. The City Manager does not recommend this alternate action.
RELATION TO CITY GOALS AND WORK PLAN:
Approval of the Purchase Agreement is consistent with the following Council adopted Goals:
• Improve and steward City infrastructure, streets and facilities: The Purchase will improve conveyance of stormwater at the Linda Mar Stormwater Pump Station and help reduce flooding at the lower Linda Mar neighborhoods.
