BACKGROUND/DISCUSSION:
The City Council approved the FY 2023-2024 Capital Improvement Program (CIP) in June of 2023. The CIP included the Calera Creek Water Recycling Plant Roof Improvements Project.
The roof at CCWRP is now over twenty years old and it needs maintenance and repair to improve the roof quality and to eliminate any leaking from the roof top. Staff have identified the need for the roof improvement CIP project, and the scope is to provide installation of a top coat over the existing deck coating to the bottom of walls which is approximately 12,000 square feet.

The contractor will pressure wash the existing deck coating, perform adhesion mockups based on varying levels of surface preparation, wire brush residual rust stain as necessary, install Tremco Vulkem 191 Primer at entire deck area, and install Tremco Vulkem 351 NF Top Coat at entire deck area.
Staff conducted a competitive bidding process and solicited bid proposals between October 1, 2022 to December 15, 2022 with the knowledge the work would need to be completed after the rainy season during the summer. Soliciting bids during the winter and fall typically achieves lower bids as contractors have more availability for the upcoming construction season. Three (3) companies submitted bids and the results are as follows:
Company Base Bid
Urban Water Proofing, Inc. $55,000.00
Rainbow Waterproofing & Restoration Co. $63,950.00
Waterproofing Associates, Inc. $151,380.00
The apparent low bidder is Urban Water Proofing, Inc. with a base bid amount of $55,000.00. All required documentation was submitted with their bid. As there are sufficient project funds approved as part of the FY 2023-2024 budget, the City Manager recommends the award of contract to the apparent low bidder, Urban Water Proofing, Inc. In addition, a 27.3% contingency is recommended to allow enough funding to handle any unforeseen necessary improvements that are identified during construction.
ALTERNATIVE ACTION:
The Council may choose not to approve the Construction Service Agreement with Urban Water Proofing, Inc. for the CCWRP Roof Improvement Project. However, this will result in project delays and possible increase in construction cost. Staff does not recommend this alternative action.
RELATION TO CITY GOALS AND WORK PLAN:
Approval of the Construction Service Agreement with Urban Water Proofing, Inc. is consistent with the following Council adopted Goals:
• Improve and steward City infrastructure, streets and facilities: This project will protect the City’s wastewater treatment plant. It will prevent water leaks reaching the inside of the treatment plant facility and its equipment.
FISCAL IMPACT:
The following is the source and use of funds for the project:

Fund 34 - Account No. 34.900000.52800.P018.000 $70,000.00 Total Source of Funds $70,000.00
