BACKGROUND/DISCUSSION:

In 2021, the Pacifica City Council approved lower Frontierland Park as a space for a new community bike park to be constructed. The Pacifica Bike Park Coalition has advocated and worked for years to find a way to have this new city amenity funded and built. There has been significant public outreach and this potential project is community driven. Currently Frontierland Park provides a variety of existing park and recreation resources serving the community. A new bike park used for public recreation activities will not only strengthen our community but will provide long awaited trail connections. New Access to, and connections between, City and Regional Park areas adjacent and within the neighborhood will be established. Trail entries will be appropriately improved and clearly signed for managed and safe use. Connecting historic trails will be preserved and signed for public use. Greenbelts will be reserved and maintained exclusively for their scenic open space value.

PB&R staff, in collaboration with the Pacifica Bike Park Coalition is requesting permission to continue to apply for a California State Parks Recreation Trails Program Grant in the amount of $1.55M to fund the following:
 $25K Concept Design and Additional Public Outreach
 Depending on how we go out (design build or not) design development, construction docs, permits, etc could be $150K.
 Project management $20K
 Construction Cost $1.2M - $1.35M
* Contingency $120K
The California State Parks Department requires all applying agencies to include a resolution from their governing bodies authorizing their applications for this grant. Therefore, staff recommends that the Council approves a resolution authorizing the City of Pacifica to submit a grant application to the California State Parks Recreational Trails Program to fund the Pacifica Pacifica City Council 2

Bike Park.

ALTERNATIVE ACTION:

If the recommended action is not approved, the Pacifica Bike Park Coalition and PB&R staff would need to continue to look for substantial funding sources to build this new public amenity.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
“An Engaged Community” includes creating opportunities to expand public participation, increase communication, and build community post-COVID.

FISCAL IMPACT:

There is no direct fiscal impact associated with preparation of the grant application. If successful, the City will receive $1.55M towards pre-construction planning, public outreach, construction, and closeout for the Pacifica Bike Park project.
