Tentative Agreement between City of Pacifica and Pacifica Police Supervisors Association (PPSA)
The City's Financial Outlook forecasts expenditures to continue outpacing growth in revenues in FY 2024 through FY 2025. This is particularly clear given the projected growth in expenditures needed to maintain the City's basic services levels without the aid of one-time sources (i.e American Rescue Plan Act ("ARPA").
Despite these fiscal challenges, the City continues working toward eventually bringing total compensation for employees to market median in comparison to comparable agencies within the state of California and County of San Mateo.
For these reasons, the City and the PPSA have tentatively agreed to the following:
Principal Terms:
1. Two-year term.
2. 2% general wage increase each year for the term of the proposed MOU. 2% Equity Adjustments in Year One and Year Two
3. Continuation of 1% Deferred Compensation
5. Longevity Pay of 1% at Year 20

Effective the first full pay period following City Council approval of this MOU, the City shall improve the salary schedule for all bargaining unit classifications by two percent (2%). This Salary Schedule shall be attached as Exhibit 2.

One Time Lump Sum Payment_Equity Adjustments
Effective July 1, 2023, or the first full pay period following City Council approval of this MOU, the City shall provide the equity adjustments to the following classifications:

3. 15.12 Effective the first full pay period after City Council ratification of the MOU, the City shall continue contributing one percent (1%) of Deferred Compensation each bargaining unit represented employee's base pay matching contribution to each bargaining unit represented employee's selected 457 Deferred Compensation account.
The City's 1% matching contribution to the employees 457 Deferred Compensation account ceases as of the last pay period in June 2025.
