BACKGROUND/DISCUSSION:

The best practice and generally accepted standard for fire apparatus replacement is 10 years frontline performance and 5 years in back up or reserve status.

There is a need to replace a front-line fire engine and the lease financing option provides for a prudent approach. A cash purchase would require 50% up front and the remainder due upon delivery, requiring a large sum of cash expended upfront at time of ordering a fire apparatus.

The lease option preserves cash on hand and does not require any upfront expenditures or payments for 2 years.

The cost of the new fire engine is $1,091,763 with an estimated build time and delivery approximately 3 to 4 years out from time of order, thus the need for procurement now. The new frontline fire engine will replace a current 2010 front line fire engine. The current front line 2010 fire engine will go into reserve status and a 1999 reserve engine will be decommissioned and removed from the fleet.
