BACKGROUND/DISCUSSION:
In 2011, a soil-nail and shotcrete wall was constructed on the bluff face near 330 Esplanade Avenue by the property owners. The wall consisted of reinforced shotcrete secured with 30 to 50-foot-long soil nails embedded in the bluff. Most of the wall has since fallen off of the bluff.
On October 14, 2019 the City Council adopted a resolution authorizing the acquisition of 330 Esplanade (APN 009-413-030) by eminent domain for the 310-330 Esplanade Infrastructure Preservation Project.
Since that time, the City’s geotechnical consultant, Cotton, Shires and Associates (CSA), has continued to monitor the bluff condition and perform site inspections. Recent storm driven waves have accelerated bluff erosion and the potential for the soil nail wall remnants falling is a public safety concern. Based on CSA’s expert opinion and out of concern for the public, City staff is recommending removal of the soil nail wall remnants.
The contractor’s scope of work includes a base bid to cut off the tiebacks and demolish and remove 30’ of the soil nail wall that is broken and about to fall for $59,885.00. The contractor has also provided an alternate to remove 80’ of the soil nail wall for an additional $130,691.00, City staff will need to evaluate this alternate and impacts to the neighboring property after the removal of the first 30’ of the soil nail wall.
In Spring 2023, Public Works staff solicited bids from three (3) contractors who specialize in these types of urgent coastal bluff projects. A list of the bids received is provided in the table Pacifica City Council 2

below.
Company Bid
R V Stich Construction, Inc. $190,576.00
Drill Tech Drilling & Shoring, Inc. $192,052.00
SVG Contractors, Inc. No response
After a review of the bid documents, staff found that R V Stich Construction, Inc., is the lowest responsible and responsive bidder. R V Stich Construction, Inc. has performed projects in City in the past and their work has been satisfactory. R V Stich Construction, Inc. licenses were also checked by staff and found in good standing order.
An emergency Coastal Development Permit (CDP) for this work will be requested from the Coastal Commission. The City Manager recommends authorizing a budget authority for construction in the amount of $220,000, which includes contingencies in an amount not to exceed fifteen percent (15%) of the Construction Services Agreement amount for any unforeseen conditions and/or additional work stated above.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution and not approve the construction contract.
However, the bluff will continue to erode and ultimately cause the soil nail wall to fall resulting in public safety hazards. Staff does not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise.
Approving the construction contract will eliminate public safety hazard.
FISCAL IMPACT:
Total Project Source and Use of Funds
Disaster Accounting Fund 38 $220,000.00
Total Source of Funds $220,000.00
330 Esplanade Soil Nail Wall $220,000.00
Total Use of Funds $220,000.00
Fiscal impact will be $220,000.00 from the Disaster Accounting Fund 38(Earmarked 3/17/17).
Staff will request reimbursement from California Office of Emergency Services (CalOES) Hazard Mitigation Grant Program (HMGP) funding, however in discussing with the grantor, grant funds may not be allowed due to the federal procurement requirements. City will continue working with the grantor to see if the City can be reimbursed for this cost.
