BACKGROUND/DISCUSSION:

The Measure A Transportation Expenditure Plan and Measure W Congestion Relief Plan provide funding for a multitude of mobility programs in San Mateo County. The San Mateo County Transportation Authority (SMCTA) administers the proceeds of Measure A and Measure W sales tax revenue.

In July, 2023, SMCTA issued a Call for Projects for the Measure A and W Highway Program funds, and staff submitted the grant application for the Manor Overcrossing Improvement Project. SMCTA requires a governing board resolution supporting the application to be provided.

The Highway 1 / Manor Drive Overcrossing Improvement Project (“Project”) will alleviate peak hour traffic congestion and improve vehicular as well as bicycle and pedestrian safety at the Manor Overcrossing between Oceana Boulevard and Palmetto Avenue. The Project will widen the overcrossing structure, flare the curb returns and install traffic signals at the bordering intersections. The wider pavement will allow for increased lane widths to benefit larger vehicles, while the flared curb returns will ensure the safe right-turn movements of SamTrans buses and Pacifica City Council 2

large trailer trucks, which currently end up encroaching onto the opposing lane. The installation of new traffic signals will replace the all-way stop control at the bordering intersections to better facilitate traffic flow. The new traffic signals will also compliment the other pedestrian and bicycle facility improvements like updated ADA ramps, bike lanes, and better-defined crosswalks. This project will also study a freeway on-ramp for northbound Highway 1 at Milagra Drive and Oceana Boulevard, utilizing an existing bus pull-out ramp that is no longer in use, to help reduce traffic volume at the overcrossing.

The Manor Drive Overcrossing and the study of an on-ramp for northbound Highway 1 at Milagra Drive affects Highway 1, a Caltrans facility, will be comprised of several phases, which are the Preliminary Planning Study (PPS), Project Initiation Document (PID), Project Approval & Environmental Document (PA&ED) and Right-of-Way Acquisition (if needed) phase; Plans, Specifications, and Estimates (PS&E) phase, and Construction phase.

The PPS was the first phase in advancing this project and was completed in June 2019, and the PID was the first formal phase in the project was completed in July 2023. AECOM is currently working on the PA&ED phase that will build upon the PPS, analyze the project in depth, and prepare the environmental documents for the Project. The next phase for the Project would be the PS&E that will advance the Project into the detailed design.

In February 2018, the SMCTA approved grant funding for the preparation of the Preliminary Planning Study (PPS) for the Project, in the amount of $610,000, with a required City match of $70,000. In July 2018, the City Council approved the Funding Agreement for the Project to allow for the reimbursement of the cost of the PPS from the SMCTA. In April 2022, the SMCTA then approved Measure A/W grant funding for the Project Initiation Document (PID) phase in the amount of $2,700,000 with a required city match of $300,000.

In Spring 2022, the City Council held another goal setting meeting to discuss its shared vision for the City and develop a set of goals, projects, and initiatives to be implemented in the following fiscal year. This is to better align the City’s financial resources, through the annual budget development process, with its plan of action for a particular period of time. On March 4, 2023 Council updated the adopted the FY2023-24City Council Priorities, which identified the Manor Overcrossing Improvement Project as one of the high priority projects and for staff to pursue funding. Staff submitted the grant application for Measure A and Measure W Highway Program funds to advance the Project into the PS&E phase in the amount of $4,000,000. The City will be required to provide a match of $400,000, which there are sufficient funds to cover the match from Fund 14 Manor Drive Improvement Fund.

ALTERNATIVE ACTION:

Council may choose not to adopt the resolution. However, not doing so will make the City ineligible to receive Measure A and W grant funds.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
• Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise.

Adopting the resolution will make the funds available to progress the Manor Drive Overcrossing Improvement Project.

FISCAL IMPACT:

Adopting the resolution commits the City to provide the required matching funds of $400,000 if Pacifica City Council 3

the grant is approved. The funds will be provided from Fund 14 Manor Drive Improvement Fund.
