BACKGROUND/DISCUSSION:

Upon the upcoming retirement of the Deputy Director of Public Works - Wastewater, the Director of Public Works has re-evaluated current business needs for the department and recommends modifying the job classification specification to add more clarity to the duty requirements, better reflect the job responsibilities and provide for greater flexibility in filling the position (Attachment A).

Currently, the job description for the Deputy Director of Public Works - Wastewater requires a Grade IV Wastewater Treatment Plant Operators Certificate issued by the California State Water Resources Control Board. This higher-level certificate is difficult to obtain and not required for overall management of Wastewater Operations and limits the number of qualified applicants that can apply. To allow for broader management expertise and expansion of the applicant pool, the classification specification is recommended to be changed to also allow applicants with a Professional Engineers License issued by the California Board of Professional Engineers W/A College Degree and 8 years or more of upper management experience in Wastewater Plant Operations and Collections to apply.

Proposed and original versions of the job classifications are attached. The City Manager recommends the Council adopt the attached revised job classification that has been reviewed by the City Manager’s Office, Human Resources and the Public Works Director. The Deputy Director of Public Works is classified as a member of the unrepresented employee group.

ALTERNATIVE ACTION:

Do not approve the recommended action and provide direction to staff. This option will make recruitment for this position difficult.

RELATION TO THE CITY COUNCIL GOALS AND WORK PLAN:

The recommended action is consistent with the following Council goal:

Pacifica City Council 2
September 25, 2023
“Enhance organizational and fiscal stability” includes strategies to address employee retention and attraction challenges, engaging staff in decision-making, and recognizing staff.

FISCAL IMPACT:

There is no fiscal impact related to this action, as the recommended changes to the job classification will not change the current salary range for the position.
