Outsourcing was limited to Computerized Maintenance Management Software (CMMS) and Asset Management Software (AMS), as specified by the owner.

Sr. Engineer James Harper recently completed a large SCADA and PLC design and upgrade project for El Dorado Irrigation District. James was responsible for QA/QC, panel building, electrical, mechanical, programming and site loop testing work on the project. James hosted several preliminary SCADA design review meetings and workshops for the development of a new Wonderware Archestra High Efficiency graphic SCADA system for the entire plant. He coordinated the replacement of 4 VFDs, 2 Utility water motors, plant power monitoring equipment, installation of new fiber communication ring, upgrade of 8 PLC panels, and site investigations to prepare the as-built drawings for the 17 PLC panels around the plant. This was a staged project as each PLC panel was upgraded one at a time in a fully operational Wastewater Treatment plant. Telstar functioned as the general contractor and performed all programming, electrical, and mechanical, site commissioning work.

Outsourcing on this project was limited to the fiber cable termination and testing.

Resumes: Telstar provides resumes for key proposed staff members who will manage and perform work for this contract at the end of this proposal.

Telstar will bring momentum to this project, with design commencing upon NTP and initial field investigations starting immediately after the contract is signed.

Choosing the Right Team
This project is a great fit for Telstar and the City. We are confident in our ability to ensure the best value for the City. It is important to select the right team. No amount of management tools, reporting, or external influence will change the fundamental character of its team. Our team has performed many successful projects similar in scope and size to your SCADA Upgrade Project.

Telstar’s Business Model is About Execution
In contrast to others in our industry, Telstar’s business model is to price the work based on what is required, then systematically work to the Plan. This is part of Telstar’s culture, where instead of emphasizing competitive

strategy, Telstar emphasizes the technical aspects and good execution. This is just a different way of doing business, one which can be profitable by execution efficiencies.

We know that successful projects require solid planning, effective resource management, and good communication, as well as cost, schedule, and quality control. Essential to project planning is developing a clear, detailed scope of services upon which to base cost, schedule, and resources. Telstar will work effectively with the City on our detailed scope of work at the start of each task to assign optimal resources. Working with the City, Telstar’s Project Manager will clearly define the Scope of the Project. This typically requires a face-to-face meeting and quite often a job walk to fully understand the project’s scope and project duration.

Quality Assurance
On electrical and controls projects, quality control is generally the “make or break” factor for success. Quality control impacts all aspects of the project work, including schedule and budget. Our approach to quality control includes:
• Adherence to standards and conventions
• Testing and simulation of procured equipment prior to delivery • Review by City staff
• Comprehensive system field testing services
Telstar’s approach to quality starts with hiring, training, and retaining a well-qualified workforce with expertise in programming, electrical and controls design and construction. We manage workloads to ensure that supervisors have the time to oversee work quality, and electricians, engineers, programmers, and technicians have sufficient time to complete their work.

Depending on the scope required, the Project Manager will work with our UL508 panel shop to fabricate & test the necessary PLC and SCADA panels in accordance with the schedule. Prior to shipment to the job site, all MCCs and control panels are thoroughly tested and witnessed tested if desired by Valley Water.

The expectation we will have of City staff during site acceptance testing is merely in operating your equipment and reporting problems. We are here to support the maintenance and operations staff but will ensure the system is commissioned to meet City’s requirements. We anticipate having a great working relationship with your staff if awarded this contract. It is our hope that Telstar will have the opportunity to provide the excellent service and support we have provided to our clients throughout the years.

During the course of the project, regular scheduled progress meetings will be organized by the Project Manager and conducted to update the City, noting the project progress and any significant issues. The project will be completed on schedule utilizing a detailed testing and commissioning method which verifies all wire connections and all programming. Typically, Telstar provides training during this period and after commissioning.
