BACKGROUND/DISCUSSION:

The City of Pacifica has an agreement with Universal Building Services for city-wide janitorial services. Currently, the agreement does not cover weekends at the Pacifica Community Center.

The community center hosts year round Saturday and Sunday rentals. Our rental permits require the event holder to clean up the space post event. However, this does not include mopping, restroom sanitation, restocking, or other janitorial responsibilities. This addendum to the contract will insure that each weekend rental, and our Monday morning senior services programs will arrive to a clean and sanitized facility.

The cost for the service at the community center will be $843 per month which equates to $10,116 per year. These funds will come out of existing PB&R community center contractual services funding.

The Jean E Brink Pool located on the Oceana High School campus is home to the City of Pacifica's 7 day per week robust aquatics program. Programming includes, but is not limited to, adult lap swim, recreational swim, water aerobics classes, swim lessons, water safety courses, swim team rentals, artistic swim organization rentals, water polo, swim meets, and pool parties.

Past practice, which has proven to be unsuccessful on a number of levels, has been to have lifeguard staff clean the facility and restrooms themselves. This is a difficult task considering they are required to be barefoot while on deck, have limited experience in custodial sanitization practices, etc. The result has been a less than clean facility and a lifeguard staff that is working outside of the normal scope of lifeguard duties. Lifeguards will continue to do light as-needed cleaning, restocking etc., however, they will no longer need to work with chemicals, toilets, showers surfaces, sinks, and urinals except for as-needed occasions.

Professional janitorial services will include:
• Clean and shower walls and fixtures with tile shower disinfectant cleaner • Wipe down other tile walls as needed
• Clean toilets, urinals, sinks with disinfectant cleaner Pacifica City Council 2

• Empty trash receptacles
• Restock dispensers (supplies invoiced separately)
• Clean mirrors
• Clean ceiling vents
• Wipe down doors/frames
• Mop all floors
The cost of this new 7 day per week janitorial service at Jean E Brink Pool will be $2199 per month which equates to $26,388 per year. These funds will come from existing aquatics funds.

It is important to note that the JUHSD also uses the facility on a seasonal basis during the day.

The school district does provide custodial support to their programs. However, the City of Pacifica is the primary user of the facility and as such creates the largest need for custodial services at the facility.

The need for professional cleaning services at the Jean E Brink pool has been advocated by individual pool users, rental groups, and staff. This service will provide a much improved aquatics experience for all users of the facility.

ALTERNATIVE ACTION:

Council disapproves of the addendum and directs staff to find alternative solutions.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Goal 2: Improve and steward City infrastructure, streets, and facilities FISCAL IMPACT:
$843 per month of existing funds from PB&R account 01.800805.52800 AND $2199 per month of existing funds from PB&R account 01.800869.52700 This will increase Section 3 of the existing agreements monthly "not to exceed amount" from $18,563 to the "new not to exceed" amount of $21,605 per month for the duration of the existing agreement
