BACKGROUND/DISCUSSION:
During the FY 2023-24 Capital Improvements Program (CIP) budget approval process, the Council approved funding for the Anza/Arguello Interim Storm Drain Project. This project will address flooding in lower Linda Mar.
The lower Linda Mar area on Anza Drive at Arguello Boulevard has a history of flooding during large storm events as well as sewer spills when excess rainwater enters the sewer system filling the sewer to capacity. Public Works staff is in the process of applying for grants to build a more substantial storm water system in the lower Linda Mar area to address stormwater flooding.
Because the cost of this system is in the $6M range, and difficult to find grant funding for, the Council approved a lower cost interim stormwater system to move forward for the area while staff seeks funding for the larger project. This system would act as a redundant system to accommodate overflow from the existing system and would help mitigate flooding at 50-year storm conditions.
In April 2023, the City Manager signed an agreement with Carollo Engineers to begin a storm drain study of the Anza/Arguello area to determine if a lower cost interim storm drain system could be built in the area to help with intermittent flooding during large storm events. The study reviewed four options for the area. These included upsizing the western inlet at the Anza/Arguello intersection, connecting the 36” and 48” storm drainpipes downstream from the intersection, install a new storm drain along Anza and connecting this to the north end inlet and the final alternative was to install a 15” drainpipe along Anza then through new backyard easements at 943/951 Anza Drive to the storm drain system that runs along Hwy 1.
Review of these alternatives showed that connecting the 36” and 48” drainpipes would not provide any meaningful flood mitigation and running a storm line on Anza to the north end inlet was not feasible due to limited slope and pipe cover. Carollo Engineers has determined that increasing the size of the Anza/Arguello inlet in conjunction with installing a new storm pipe along Anza and through the new backyard easements would be the most effective interim fix.

These residents have agreed to provide the City with the needed storm drain easement. This fix was shown in the study to help mitigate flooding during 50-year storm events. Due to the slopes and utilities in the area, this is the most robust storm system that can be constructed in the location. The system would help mitigate current flooding, however, as previously discussed, any large rain event that exceeds the capacity of a storm system can still cause flooding in an area. Because this area of Anza/Arguello is a low spot in the City, flooding may continue to occur for events that exceed the capacity of any size system the City constructs.
Based on recent potholing of the gas lines, the design has been updated to allow for 2-12” lines to run down Anza to allow the storm drainpipes to avoid the PG&E gas lines that run along the street.
Carollo Engineers was the contracted consultant to the City of Pacifica to develop the City’s 2022 Storm Drain Master Plan and completed the Anza/Arguello storm drain design alternative study that identified four design alternatives (including the one the City is moving forward) for the interim system. Because of this, Carollo is the most qualified to complete this design work and using Carollo will minimize costs due to the amount of engineering work they have already completed related to the interim design options and the City’s 2022 Storm Drain Master Plan.
Time is of essence for the project due to the upcoming winter storm season and the City Manager is recommending approval of a resolution and entering into a Master Agreement and Task Order #1 with Carollo Engineers for $63,944 for design of the Anza/Arguello Interim Storm Drain Project; and authorize the City Manager to execute all documents related to the Agreement.
ALTERNATIVE ACTION:
The Council may choose not to approve the Agreement with Carollo Engineers, however, doing so would delay project delivery and increase the chance of flooding in the Anza/Arguello area.
The City Manager does not recommend this alternate action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the Agreement is consistent with the following Council adopted Goals:
• Improve and steward City Infrastructure, streets, and facilities: Design of the interim storm drain system will improve the storm drain system in the area, allowing for a redundant system to drain excess stormwater.
FISCAL IMPACT:
Carollo Engineers completed the study for the storm drain design alternatives on Anza/Arguello for $34,800. Funds for initial study came from Wastewater Fund 18. During the CIP approval process, the Council approved new funding for the design and construction of the Anza/Arguello Interim Storm Drain project.
