BACKGROUND/DISCUSSION:

During the FY 2023-24 budget approval process, the City Council approved sufficient funding for Wastewater Division Fund 18 (Operations) that will allow the Division to provide funding for a consultant wastewater operator to help manage this winter’s storm events.

In the beginning of this year, the City experienced an extraordinary storm season, and that experience demonstrated the need to have adequate wastewater operator coverage. After the storm season, an unusual number of employee resignations occurred in wastewater operations.

Since then, Wastewater staff have worked with Human Resources (HR) to fill these critical vacant spots, and progress has been made in filling the vacant spots. Currently there is a shortage of certified wastewater operators in the industry, and this condition is making recruitment longer and more difficult. In addition, the typical training period for an operator is longer in Pacifica due to the unique nature of Calera Creek Water Recycling Plant. Because of the operator shortages and long training lead time for a wastewater operator, it is prudent to expand the City’s operational capabilities to include a consultant wastewater operator at this time.

Pacifica City Council 2
October 09, 2023
During the summer of 2023, staff solicited One Water LLC DBA Aqua Staffing to search and find consultant wastewater operators to fill any void between regular recruitment periods and to provide additional operational support especially during storm season. The consultant wastewater operator is a limited term position which could last from six months to a year.

One Water LLC DBA Aqua Staffing is one of the leading water industry recruitment firms specializing in water and wastewater personnel search services to cities, counties and special districts throughout the Bay Area and West Coast with proven record of successful placements.

Therefore, the City Manager is recommending the approval of the Professional Services Agreement between the City of Pacifica and One Water LLC DBA Aqua Staffing to provide wastewater operation services in the amount not to exceed $200,000 which includes recruitment fees and twelve months of service fee cost.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the Professional Services Agreement with One Water LLC DBA Aqua Staffing is consistent with the following Council adopted Goals:
• Enhance organizational and fiscal stability: The consultant wastewater operator position will improve staff workload, retention, recruitment period support, and employee wellness.
• Improve and steward City infrastructure, streets, and facilities: The consultant operator position will support the operation of City’s wastewater treatment plant which will ensure proper treatment of wastewater and protect the environment.

FISCAL IMPACT:

The not-to-exceed cost of the consultant wastewater operator recruitment in the amount of $200,000 includes recruitment fees and twelve months of service fee cost. The FY 2023-24 Budget includes funds for additional recruitment and operator services, so no additional budget authority is requested.
