BACKGROUND/DISCUSSION:

The State Transportation Improvement Program (STIP) is a 5-year capital improvement program of State Transportation Funds and programs certain portions of the gas tax for transportation projects. The Metropolitan Transportation Commission (MTC) in cooperation with County Transportation Agencies (CTA’s) and Caltrans, is preparing the 2024 Regional Transportation Improvement Program (RTIP) to be submitted for the STIP.

On September 25, 2023, City Council approved a resolution and submittal for Measure A and Measure W Highway Program funds so the City could pursue grant funding for the Plans, Specifications, and Estimates (PS&E) phase of the Manor Overcrossing Improvement Project.

The City may find out if we are awarded the Measure A and Measure W Highway Program funds by the end of the year. In addition to the PS&E, the City also needs to secure grant funds for the construction work.

On July 20, 2023, the City/County Association of Governments (C/CAG) requested for projects in San Mateo County that were eligible for the STIP. The STIP is an opportunity that can provide construction funds for the project since this funding is to be programmed in FY 2027-28. In an effort to secure grant funds for the construction work, staff submitted the Manor Drive Overcrossing Improvement Project for the construction phase in the amount of $5,000,000. The project became eligible for STIP funding after Caltrans approved the Project Study ReportProject Development Support (PSR-PDS) on July 25th, 2023. for the STIP funding, however there is a requirement for the construction phase to be fully funded. Staff will continue to pursue funding for the total construction phase cost estimated at approximately $20 million. The C/CAG requires a governing board resolution supporting the application to be provided.

The Highway 1 / Manor Drive Overcrossing Improvement Project (“Project”) will alleviate peak hour traffic congestion and improve vehicular as well as bicycle and pedestrian safety at the Manor Overcrossing between Oceana Boulevard and Palmetto Avenue. The Project will widen the overcrossing structure, flare the curb returns and install traffic signals at the bordering intersections. The wider pavement will allow for increased lane widths to benefit larger vehicles, while the flared curb returns will ensure the safe right-turn movements of SamTrans buses and large trailer trucks, which currently end up encroaching onto the opposing lane. The installation of new traffic signals will replace the all-way stop control at the bordering intersections to better facilitate traffic flow. The new traffic signals will also compliment the other pedestrian and bicycle facility improvements like updated ADA ramps, bike lanes, and better-defined crosswalks. This project will also study a freeway on-ramp for northbound Highway 1 at Milagra Drive and Oceana Boulevard, utilizing an existing bus pull-out ramp that is no longer in use, to help reduce traffic volume at the overcrossing.

The Manor Drive Overcrossing and the study of an on-ramp for northbound Highway 1 at Milagra Drive affects Highway 1, a Caltrans facility, will be comprised of several phases, which are the Preliminary Planning Study (PPS), Project Initiation Document (PID), Project Approval & Environmental Document (PA&ED) and Right-of-Way Acquisition (if needed) phase; PS&E phase, and Construction phase.

The PPS was the first phase in advancing this project and was completed in June 2019. The PID was the first formal phase in the project and was completed in July 2023. AECOM is currently working on the PA&ED phase that will build upon the PPS, analyze the project in depth, and prepare the environmental documents for the Project. The next phase for the Project would be the PS&E that will advance the Project into the detailed design, followed by the construction phase.

In Spring 2022, the City Council held another goal setting meeting to discuss its shared vision for the City and develop a set of goals, projects, and initiatives to be implemented in the following fiscal year. This is to better align the City’s financial resources, through the annual budget development process, with its plan of action for a particular period of time. On March 4, 2023 Council updated the adopted FY2023-24 City Council Priorities, which identified the Manor Overcrossing Improvement Project as a non-discretionary city priority that has been an ongoing/multi-year project that supports the City of Pacifica Strategic Plan 2023 to 2030 Goal 2 to improve and steward City infrastructure, streets and facilities.

ALTERNATIVE ACTION:

Council may choose not to adopt the resolution. However, not doing so will make the City ineligible to receive State Transportation Improvement Program funds.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
• Improve and steward City infrastructure, streets and facilities: Adopting the resolution will make the funds available to progress the Manor Drive Overcrossing Improvement Project.

______________________________ _________________________________ Sarah Coffey, City Clerk Michelle Kenyon, City Attorney Instructions for Using the Resolution of Local Support
• A project sponsor receiving Surface Transportation Block Grant Program (STP), Congestion Mitigation Air Quality Improvement Program (CMAQ), Carbon Reduction Program (CRP), Active Transportation Program (ATP), Regional Improvement Program (RIP), or other regional discretionary funds must adopt a resolution of local support prior to grant funds being added to the Transportation Improvement Program (TIP). The template to be used is found on the MTC website (link here). • Sponsors should always use the template posted on the website to ensure they have the latest version.
• The sponsor may not make changes to the template with the exception of format changes or additional language to suit the jurisdiction’s resolution conventions. These changes may not modify or condition / limit the MTC resolution language. If your legal counsel feels strongly about making language changes given specific circumstances surrounding a project, he/she needs to discuss these with the MTC General Counsel. • The three bulleted statements on page 2 of the resolution that apply to transit, highway, and RTIP projects may be deleted, if they do not apply. • After a project sponsor has adopted a resolution of local support for a project, it does not need to go back to the board if the project subsequently receives additional grants from the above fund sources, unless the project scope has changed significantly. If there are scope changes the sponsor should consult with MTC programming staff.

The resolution of local support must be transmitted to MTC when a project / grant funds are added to the TIP. The sponsor will attach a PDF of the adopted resolution to the Fund Management System (FMS) application when the sponsor requests a TIP amendment.
