BACKGROUND/DISCUSSION:
In December 2022 the City of Pacifica issued an RFP to invite interested and qualified consulting firms to submit written proposals to conduct a citywide classification and compensation study to reflect the changes in City operations and staffing, which may have affected the type, scope, and level of work being performed.
The City received three proposals in response to this RFP, and Sloan Sakai Yeung & Wong was selected to conduct the study based on their high qualifications to complete the project and the lowest bid.
Sloan Sakai Yeung & Wong, LLP consultants have extensive experience in planning and conducting classification and compensation studies and understand the importance of compensation data in pay policy development and assessment and working closely with a broad range of public agencies on similar projects since their founding in the mid-2000s.
They recognize that salary and benefits data are integral to multiple human resource management processes. They have extensive experience, conducting both rank and file and agency wide studies as well as custom programs for executive level staff. Therefore, City Manager recommends approval of the Agreement for Consultant Services between the City of Pacifica and Sloan Sakai Yeung & Wong, LLP., for the professional services of this project.
The first phase of this project, the Initial Compensation Survey using twelve comparable San Mateo County agencies, was completed in May 2023 under the City Manager’s authority. The results were used in the labor negotiations with all employee labor groups that were completed in June 2023.

As communicated to all labor groups during the labor negotiations, the City is now moving forward with the full classification study. This scope of work will include the review and update of the City’s Classification plan for 77 Full-Time Equivalent positions and 20 Part-time classifications as further described in the scope of work of the attached contract.
Although conducting this classification study will be a major undertaking for the Administrative Services Department and is expected to be a very time-consuming development, it is also a crucial and timely project to make necessary changes to the job classifications and salary ranges to:
a. ensure all positions are classified appropriately, including those performing similar work with a similar level of complexity, responsibility, knowledge, skills, and abilities are classified and placed on the salary scale in proportion to assigned duties. b. offer justifiable pay differential between individual classes, c. resolve any compaction issues, and provide other recommendations to the classification plan.
Conducting this study meets the City’s objective to attract and retain talent and remain competitive compared to other regional government entities within the area.
Therefore, the City Manager recommends authorizing the award of contract to Sloan Sakai Yeung & Wong, LLP.
ALTERNATIVE ACTION:
Council may choose to not approve the consultant agreement; however, such action will result in increased risk of not being able to attract and retain qualified employees and may adversely affect the City’s relationship with the unions and the next labor negotiations.
RELATION TO CITY GOALS AND WORK PLAN:
Approval of the professional consulting services agreement is consistent with the following Council adopted Goals:
• Enhance Organizational and Fiscal Stability: The project will improve staff retention, recruitment, mental health and wellness resources.
FISCAL IMPACT:
The not-to-exceed cost of the classification study is $92,000.00 and is already included in the FY 2023-24 budget. If any budget amendment is required, staff will bring that forward at the mid-year budget review, but no budget amendment is requested at this time.
