BACKGROUND/DISCUSSION:
In December of 2021, the City Council adopted an ordinance titled “Mandatory Organic Waste Disposal” to comply with state-mandated regulations surrounding SB 1383. SB 1383 refers to state regulations specific to solid waste reduction in California with the goal of reducing methane emissions. The focus of the law is to establish requirements for recycling organic waste and recovering edible food from residential and commercial waste generators to help fight climate change and improve public health and the environment.
Recology assists the city on implementation of components of the SB 1383 law such as pickup/processing of organic waste, monitoring of organic waste disposal and reporting. Also, San Mateo County (County) has assisted San Mateo cities in some of the more difficult requirements of the law such as the Edible Food Recovery Program (i.e. recovering food from facilities such as grocery stores for redistribution). In addition, the County is assisting with the SB 1383 requirement related to developing a procurement program for recycled organic waste products. Due to the inability for most cities to find a place to store the quantity of recycled products required by SB 1383 and the prohibitive cost, the County has developed an organic procurement program that supports farms and ranches and an educational outreach program that San Mateo cities can join to assist with meeting their SB 1383 procurement requirement.
Recently, the city received credit for our SB 1383 procurement requirement by contributing to this program through a $54,428 grant Pacifica received from CalRecycle in April of 2022. There is a new grant opportunity from CalRecycle currently out where the city may be eligible to receive $34,806. Staff is interested in submitting for this grant opportunity, and if the grant is awarded, the city would continue to support the County procurement program with these funds to meet our SB 1383 procurement requirements.
In order to submit the grant application, CalRecycle is requiring a new grant resolution be approved by the City Council. The resolution authorizes the submittal of the application to CalReycle, identifies the City Manager as authorized to sign all grant related documents and allows a 5-year period for the authorizations. The City Manager recommends adopting a Resolution authorizing submittal of applications for all CalRecycle grants for which the City of Pacifica is eligible.

ALTERNATIVE ACTION:
The Council may choose not to adopt the resolution. This could result in the City not meeting the mandated requirements of SB 1383. Staff does not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
• Pursue climate change adaptation and mitigation: The CalRecycle grant funds will be used to support the County’s organic procurement program, helping to reduce methane gas emissions.
FISCAL IMPACT:
There is no fiscal impact related to this action.
