BACKGROUND/DISCUSSION:
Maintaining fiscal sustainability is a high priority for the City. Limited funding has posed challenges for the City to maintain the current level of services and address community priorities and critical infrastructure needs.
In November 2022 Pacifica voters approved Measure Y, a half-cent sales tax expected to generate $2.8 million annually. While, this measure will assist in alleviating the City's structural deficit and maintaining essential city services for the next nine years, it will not be sufficient to attain Pacifica’s long-term fiscal sustainability or address critical infrastructure needs and potential enhancements to municipal services.
On May 8, 2023, the City Council adopted a Strategic Plan for the next seven years. This Plan encompasses a long-term vision for Pacifica, outlining the City’s organizational mission, vision, values, goals and strategies. It also aims to tackle major challenges that Pacifica faces, such as aging infrastructure, affordable housing, and climate change. As part of the Council’s objective to realize this strategic vision for Pacifica’s future, the Council Goal of enhancing organizational and fiscal stability involves considering potential tax and/or bond measures for the 2024 election.
As part of implementation of this goal, the City Manager recommends engaging with the Lew Edwards Group (LEG), a leading firm specializing in revenue measure analysis and strategy development. With LEG's assistance, staff anticipates being able to assess potential future revenue measures and returning to the City Council with more information about next steps in early 2024.
ALTERNATIVE ACTION:
Deny the recommendation and provide staff with alternative direction for the implementation of the tax or bond measure analysis for 2024 election cycle.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Enhance organizational and fiscal stability.
FISCAL IMPACT:
The not-to-exceed cost for this engagement is $80,000. There are sufficient funds available in the FY2023-24 contractual services budget to accommodate this service. Staff is not requesting a budget amendment at this time but will revisit this item and make any budget adjustments during the mid-year budget review if necessary.
