BACKGROUND/DISCUSSION:

On March 27, 2023, City Council accepted the findings of the Economic Opportunities Study (EOS), which outlined a prioritized list of economic opportunities with an implementation timeline. As a result of stakeholder and community outreach, one of the short-term recommendations involved enhancing signage, facades, trees and landscaping. As the implementation of the EOS is part of the City’s adopted Strategic Plan, signage projects have been incorporated into the City’s work plan.

The Caltrans Signing Project No. 04-4W860 is a project to replace faded, missing, and broken signs on Highway 1 within the City of Pacifica (City) limits. Caltrans reached out to the City for any requested modifications and additions to the Highway 1 signs that could be included as part of their project. The City's Economic Development consultant recommended that the signage on Highway 1 between Manor Drive and Rockaway Beach include information recognizing commercial business districts. Following the recommendation, Public Works staff requested and Caltrans approved the suggested sign changes. Caltrans allows signage designation of a business district. A Business District is generally a local street or road in a city or urban area consisting a shops, restaurants and other business establishments. Such designation will allow travelers to patronize local shops, restaurants and other business establishments to help boost the local economy. The Business District designation provides guidance for the traveling public to leave the main highway at the indicated exits and patronize local businesses. Caltrans requires a governing board resolution requesting the installation of signs on specific State Highways to be provided.

The following sign changes were requested by the City and approved by Caltrans:

• Southbound and northbound exit onto Linda Mar Blvd to add “Business District” sign below “Linda Mar Blvd” and “San Pedro Ave” signs
