BACKGROUND/DISCUSSION:

The current Senior Civil Engineer position serves a critical role for the Public Works Engineering Division with responsibilities including performing and supervising engineering work on the City’s Capital Improvement Program and land development projects. The Senior Civil Engineer position will become vacant on December 29th, 2023, due to retirement.

The Engineering Division conducted recent recruitments for an Assistant, Associate, and Senior Civil Engineer positions and was able to fill two positions at only Assistant Civil Engineer level. Similarly, the Wastewater Division advertised a Senior Civil Engineer/Project Manager position in October and did not receive any qualified applications for the position.

There is an apparent shortage and high demand pressures in the Bay Area for experienced Engineering professionals. Many municipal agencies are currently experiencing similar recruitment challenges. Several Bay Area Cities conducted similar recruitments at the same time with more competitive salary and benefits packages, contributing to increased competition in acquiring skilled professionals in the Engineering field.

The City Manager recommends that the City Council approve the addition of the new Principal Civil Engineer classification and Salary Schedule, as it would establish an Engineering series to allow for a flexible fill of the upcoming Senior Civil Engineer vacancy between a Senior and Principal Civil Engineer classifications within the Public Works Engineering Division. Creating this Engineering series classifications more closely meets the Pacifica City Council 2

City’s recruitment needs and expands the available pool of candidates. The Principal Civil Engineer’s role will involve planning, budgeting, supervision, and management of highly complex professional engineering work, focusing on the City’s aggressive Capital Improvement Program (CIP) and private development projects. This will also strengthen the Engineering Division and provide additional support in developing policies and procedures to the Deputy Director of Public Works/City Engineer.

The new classification title is consistent with the organizational structure in other Engineering Divisions within San Mateo County and will fall under the Teamster’s Management Local 350 - MISC group. Staff believes that adding this new classification would allow the City to stay competitive and attract a top talent-qualified pool of candidates, as well as address succession planning, talent development and job progression for junior level engineering staff.

Article 4, Section 2-5.403 - Establishment of the Municipal Code establishes the procedures for the City Manager, as Personnel Officer, to create and revise a position classification plan.

Any new or revised classification is officially established upon adoption by the City Council.

After the Council’s approval of a new job classification and salary schedule, the City will proceed with the recruitment.

The Human Resources division completed the meet and confer process with the Teamsters Management 350 collective bargaining representative regarding this classification and compensation schedule.

The City Manager recommends that the Council adopt the attached job classification that has been reviewed by the City Manager’s Office, Human Resources and Public Works Director.

The Principal Civil Engineer position is classified as a member of Teamsters Management Local 350.

FISCAL IMPACT:

The salary range for the Principal Engineer classification was established by applying the City’s methodology of benchmarking against 12 previously negotiated and agreed upon comparison agencies in San Mateo County, adjusted by the internal alignment to the City’s Compensation Plan, and included a 2% contractual cost of living increase that went into effect on July 1, 2023, as listed in the table below.

New Proposed Job Classification
Title Status Compensation Schedule Unit
Principal Civil Engineer FT-Permanent $12,652 - $14,843 Teamsters 350 The total annual cost difference between the top step Sr. Civil Engineer and top step Principal Engineer positions is approximately $32,300. However, the actual cost will be contingent upon the actual salary and benefits package of the successful candidate. The actual cost is likely to be lower in the first year due to the City’s practice to hire at mid-range.

There are sufficient salary savings in the FY 2023-24 Budget to cover this upgrade (prorated for the remainder of the fiscal year), so no budget amendment is required at this time. If the vacant position is filled at the Principal Engineer level this will be factored into the FY 2024-25 Salary and Benefits projections, and the position control will reflect unfunding the Sr. Engineer Pacifica City Council 3

and funding Principal Civic Engineer position for the next fiscal year.
