BACKGROUND/DISCUSSION:

During the FY 2023-24 Capital Improvements Program (CIP) budget approval process, the Council approved funding for the Anza/Arguello Interim Storm Drain Project. This project will help address flooding in lower Linda Mar.

On October 9th, 2023, the City Council approved a Master Agreement and Task Order 1 for Carollo Engineering for the Anza Interim Storm Drain design, and Agreement with Casey Construction for Anza Interim Storm Drain Project construction.

The lower Linda Mar area on Anza Drive at Arguello Boulevard has a history of flooding during large storm events as well as sewer spills when excess rainwater enters the sewer system filling the sewer to capacity. Public Works staff is in the process of applying for grants to build a more substantial storm water system in the lower Linda Mar area to address stormwater flooding.

Because the cost of this system is in the $6M range, and difficult to find grant funding for, the Council approved a lower cost interim stormwater system to move forward for the area while staff seeks funding for the larger project. This system would act as a redundant system to accommodate overflow from the existing system and would help mitigate flooding at 50-year storm conditions.

In April 2023, the City Manager signed an agreement with Carollo Engineers to begin a storm drain study of the Anza/Arguello area to determine if a lower cost interim storm drain system could be built in the area to help with intermittent flooding during large storm events. The study Pacifica City Council 2

reviewed four options for the area. These included upsizing the western inlet at the Anza/Arguello intersection, connecting the 36” and 48” storm drainpipes downstream from the intersection, install a new storm drain along Anza and connecting this to the north end inlet, and the final alternative was to install a 15” drainpipe along Anza then through new backyard easements at 943/951 Anza Drive to the storm drain system that runs along Hwy 1.

Review of these alternatives showed that connecting the 36” and 48” drainpipes would not provide any meaningful flood mitigation and running a storm line on Anza to the north end inlet was not feasible due to limited slope and pipe cover. Carollo Engineers has determined that increasing the size of the Anza/Arguello inlet in conjunction with installing a new storm pipe along Anza and through the new backyard easements would be the most effective interim fix.

These residents have agreed to provide the City with the needed storm drain easement. This fix was shown in the study to help mitigate flooding during 50-year storm events.

The residents at 943/951 Anza Drive have signed the Grant of Easement for the installation of this drainpipe on their property (Attachment 1 and 2). This fix was shown in the study to help mitigate flooding during 50-year storm events. Due to the slopes and utilities in the area, this is the most robust storm system that can be constructed in the location. The system would help mitigate current flooding, however, as previously discussed, any large rain event that exceeds the capacity of a storm system can still cause flooding in an area. Because this area of Anza/Arguello is a low spot in the City, flooding may continue to occur for events that exceed the capacity of any size system the City constructs. Based on recent potholing of the gas lines, the design has been updated to allow for 2-12” lines to run down Anza to allow the storm drainpipes to avoid the PG&E gas lines that run along the street.

Due to the urgent nature of this interim storm drain work, the City Manager recommends that the Council adopt a resolution approving and authorizing the City Manager to accept, on behalf of the City, the storm drain easement deed from the Tsan Living Trust & Hatch Living Trust and Kathleen Marie Curran and James McGarry for approximately 150 linear feet of public storm drain along the property line between 943 and 951 Anza Drive.
