Amendment No. 1 to Agreement between the City of Pacifica and Serra Cab for Senior Transportation Services
RECOMMENDED ACTION:
Move to adopt a Resolution approving Amendment No. 1 to the Agreement between the City of Pacifica and Serra Yellow Cab to increase rates for the periods January 1, 2024 to June 30, 2024 and July 1, 2024 to June 30, 2025 for the Senior Transportation Services CaR Program such that the total fees for services under the Agreement shall remain unchanged at $85,0000.

BACKGROUND/DISCUSSION:
The City of Pacifica Senior Transportation Program, “Connect A Ride” (CaR), was approved unanimously by City Council on September 23rd, 2019. The purpose of the program is to reduce senior isolation and address transportation gaps for seniors in Pacifica. Seniors have an opportunity to receive aid in transportation for social or daily tasks. The program is for Pacifica residents 65+ years old. The Parks Beaches and Recreation Senior Services Division manages the program. Funding for the CaR program was made possible from the generous gift of Sirkka Niukkanen. Participants have 8 one-way rides loaded onto their rider card automatically each month (no-carryovers from month to month). Defined boundaries for rides can be anywhere in Pacifica City limits, Colma Bart Station, hospitals, medical offices and dialysis centers between Daly City and Burlingame. All rides must begin or end in Pacifica City limits.
The cost for rides within the boundaries is $5 per ride for the CaR participant, and the remainder of the fare within the set boundaries subsidized by the Sirkka Niukkanen Trust. CaR riders may bring guests as long as they have the same pickup and drop off point. The number of guests is based on the licensed passengers posted in each cab (usually 4).
The City of Pacifica's Parks Beaches, and Recreation Department and Serra Yellow Cab have a City Council approved agreement through June 30, 2025 to provide transportation services for the seniors “Connect A Ride” program. In September of 2023, Serra Cab informed the PB&R Department that they intended to increase their current rates by $7 per ride for all cities participating in a senior transportation program effective immediately. Staff successfully negotiated with Serra Cab to agree to a lower stepped increase (see below), effectively paying less than other cities for the same service.
It is important to note that cab drivers have the discretion to choose which rides they pick up, and if the city of Pacifica were to pay substantially less than other cities there would be a Pacifica City Council 2

likelihood that Pacifica seniors would receive a decrease in service. Staff believes that the agreed upon amount will allow the City to continue with a high level of service yet pay less than neighboring cities.
• Effective January 9, 2024, Increasing the price on the minimum under 5 miles ride will go from $18.10 plus 15% service fee to $21.10 plus 15% service fee. • Effective January 2024, wheelchair ride under 5 miles will be $40.00 dollars plus 15% service fee. Wheelchair Rides over 5 miles will be $40.00 plus $3.00 a mile plus 15% service fee.
• Effective July 1, 2024, rides under 5 miles will be $23.10 plus 15% service fee. Rides over 5 miles will be $23.10 plus $3.00 a mile plus 15% service fee. • Traffic delays, stays, and waiting time remains the same 50 cent per minutes.

FISCAL IMPACT:
This program is funded by the Sirkka Niukkanen Trust which currently has a balance of $2.1M.
Senior Transportation monthly costs will rise between $450-$550 per month from Jan 1, 2024 - June 30, 2024, and monthly costs will rise an additional $350 - $500 per month from July 1, 2024 - June 30, 2025. The cost to the individual senior will remain at $5 per trip.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA APPROVING AMENDMENT NO. 1 TO THE AGREEMENT BETWEEN THE CITY OF PACIFICA AND SERRA YELLOW CAB TO INCREASE RATES FOR THE PERIODS JANUARY 1, 2024 TO JUNE 30, 2024 AND JULY 1, 2024 TO JUNE 30, 2025
WHEREAS, the City of Pacifica and Serra Yellow Cab entered into a 5 year agreement on July 1, 2020 for Serra Yellow Cab to provide senior transportation for the Pacifica Connect-A-Ride (CAR) program; and
WHEREAS, due to the rising cost of gasoline, insurance, and general transportation services, Serra Cab has requested an increase in baseline prices charged to the City of Pacifica; and
WHEREAS, the City of Pacifica CAR senior transportation is a valued and useful program which allows seniors to become more independent and less isolated; and WHEREAS, in order for Serra Yellow Cab to continue to provide services to the City of Pacifica, the increases are deemed necessary.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Pacifica that it hereby approves Amendment No. 1 to the Agreement between the City of Pacifica and Serra Yellow Cab to increase rates under the Agreement to cover the periods from January 12, 2024 until June 30, 2024 and from July 1, 2024 to June 30, 2025 per the amended rate schedule included as Exhibit B to Amendment No. 1, and authorizes the City Manager to execute the necessary amendments such that the total fees for services under the Agreement shall remain unchanged at $85,0000.
