1 SUBJECT:

BACKGROUND/DISCUSSION:

The City’s Part-Time Salary Schedule includes approximately 31 part-time position classifications used for various City functions.

The City’s current part-time salary schedule became effective January 1, 2023, with a recommendation of a $15.50 minimum wage effective January 1, 2023.

The proposed part-time Salary Schedule 2024 (Attachment A) will ensure that the City complies with the State’s minimum wage requirements.

In 2023, the minimum wage is $15.50 for all employees regardless of employer size. One of the protections of the minimum wage law is an annual review of the wage rate using the U.S.

Consumer Price Index for Urban Wage Earners and Clerical workers. This law increased the minimum wage over time, consistent with economic expansion while providing safety valves if adverse economic conditions emerged. On July 31, 2023, Governor Newsom certified the minimum wage increase for all employers for 2024 regardless of the number of employees, shall pay to each employee wages not less than $16.00 per hour effective January 1, 2024.

For the City, this increase will continue to help address additional concerns, such as difficulty attracting and retaining qualified part-time staff. To help our employees achieve economic security and acknowledge the higher relative cost of living on the Peninsula, the City Manager recommends approval for a minimum wage that reaches $16.00 per hour, effective January 1, 2024, which will address compaction and retention concerns.

The revised salary schedule includes adjusting salary ranges for eight part-time positions to Pacifica City Council 2
January 08, 2024
comply with the minimum wage increase and four have been adjusted to address compaction as follows:

Staff estimates that the proposed changes to the part-time salary schedule will have minimal impact on the City’s operating budget. Budget trends show that departments typically are under budget or absorb additional costs within their operating budget for part-time, hourly positions.

Part-time hourly positions are budgeted based on business needs and are allocated accordingly while minimum wage and hourly wages have continued to increase every year.

ALTERNATIVE ACTION:

Minimum wage salary adjustment is consistent with State requirements; therefore, there is no alternative action provided.

RELATION TO CITY COUNCIL STRATEGIC PLAN:

The recommended action is consistent with the following Council goal:

Enhance Organizational and Fiscal Stability.

FISCAL IMPACT:

January 08, 2024
The budget impact of the proposed part-time salary schedule is anticipated to have a minimal impact on the City’s operating budget. The 2022-23 Adopted Budget provides adequate budget authority to allow each department to absorb this annual CPI increase.
