Subj: City of Pacifica Revised Certification Draft Local Coastal Land Use Plan Proposed Alternative Modifications
Dear Stephanie:
In 2020, the City of Pacifica approved and submitted for certification the Certification Draft LCLUP. In 2022, the CCC accepted the City’s Certification Draft LCLUP for filling and, on December 16, 2022, CCC took action to extend the statutory deadline for action to December 22, 2023. On October 9, 2023, the City Council directed staff to incorporate 2040 General Plan consistency revisions into the existing Certification Draft LCLUP to form the Revised Certification Draft LCLUP, which was transmitted to the CCC for certification at the end of 2023. During this time, City and CCC staff have worked closely in an attempt to achieve both local and State coastal goals.
With this letter, I am submitting a list of alternative modifications (“Alternative Modifications”) for review and certification by the CCC. The Alternative Modifications include revisions to the CCC staff suggested modifications proposed in the March 8, 2023 staff report, and reflect the product our extensive staff-to-staff coordination efforts in 2023 and 2024, as well as guidance and direction from the City Council following a robust public engagement process.
Importantly, the Alternative Modifications include a new section to be included in Chapter 6. The new section is titled “Special Resiliency Areas (SRAs)” and includes policies that are applicable to the mapped areas in new Figures 6-2 and 6-3. The SRA policies are intended to continue to allow development in the West Sharp Park and Rockaway Beach neighborhoods of Pacifica in a pattern and manner consistent with current conditions and include policies that require the City to provide additional public benefits in order to achieve Coastal Act consistency.
