COUNCIL AGENDA SUMMARY REPORT
3/9/2024
1 SUBJECT:

City Council Strategic Plan Update and Priority Setting through 2025 RECOMMENDED ACTION:

Undertake a facilitated strategic planning workshop to review the adopted Strategic Plan and to provide direction on key priorities through 2025.

STAFF CONTACT:

Kevin Woodhouse, City Manager
650-738-7409
[email protected]
BACKGROUND/DISCUSSION:

Each year the City Council convenes in advance of the new fiscal year to review City Council goals and to develop a list of priorities to be implemented to fulfill those goals. This annual process was intended to identify those Council priorities in advance of developing the next annual budget in order to align the City’s limited financial resources with the Council’s goals and priorities for the next fiscal year and beyond.

Last year the City Council developed and approved a comprehensive Strategic Plan, which is a best practice for high functioning organizations. The Strategic Plan includes a Mission, Vision, Values, and Goals, and then more detailed Strategies for achieving the Goals. The Pacifica Strategic Plan, as adopted on May 8, 2023 is available on the City website at <https://www.cityofpacifica.org/government/city-council-strategic-plan>. A summary is also provided as Attachment A.

Reference Materials for the Strategic Planning Session
Attachment B is the proposed Discussion Outline for the Council’s Strategic Plan Update and Priority Setting workshop on Saturday, March 9, starting at 9 am. Facilitator Greg Larson is returning to support the Council’s deliberations at the workshop. The PowerPoint to guide the Council’s discussion on Saturday will be distributed by the Council workshop and posted on the City’s website.

Attachment C is an update to the Strategic Plan Work Program using the City’s new AchieveIt software application. The Work Program lists the specific tasks needed to achieve each of the Council’s adopted Goals and Strategies, as first presented last May.

Also included, for information purposes, is an additional Strategy for each Goal listing the “Ongoing, non-discretionary or previously initiated projects and services” associated with that Goal. This additional information is provided to better understand the competing workloads and priorities for new and existing projects and priorities.

Summary “donut” charts are provided for the entire Strategic Plan and for each Goal showing 1 Packet Pg. 4

the combined status for the tasks for both the current and the next fiscal years. Note that the reported numbers in the status charts include both tasks and the subtasks that staff use to monitor workloads and progress, while the report detail goes down only to the task level, and not the subtask level.

Each Task in the Work Program Update includes its Status, Start Date and Due Date. The colorcoded Status indicator definitions are as follows:

Not Started - The task work is scheduled to begin at a later date On Track - The task work is progressing as scheduled
Off Track - The task work is not progressing as scheduled; corrective action may be needed At Risk - The task work is significantly off track, possibly affecting project completion Achieved - The related task work was completed on schedule or ahead of schedule.

Expanded use of the AchieveIt software and Work Program tracking will be focused on during the months ahead for both quality performance and project status communications.

FISCAL IMPACT:

There is no fiscal impact associated specifically with the City Council’s Strategic Plan Update and Priority Setting workshop. The Council’s direction will be reported for review and action by early May 2024 and then incorporated as appropriate in budget planning for the future.
