RE: Budget Amendment No. 1
Sharp Park PDA Pedestrian Improvement Project – Additional Civil Design Services Dear Mr. Donguines,
This letter provides formal documentation of NCE’s discussions with the City of Pacifica (City) regarding a budget amendment for the Sharp Park PDA Pedestrian Improvement Project. The budget amendment reflects budget needed to design additional driveway, sidewalk, and curb and gutter improvements requested by the City during our initial field walk on June 15, 2023 with City staff.
Amended Project Understanding
The Sharp Park PDA Pedestrian Improvement Project includes curb ramp, driveway, sidewalk, curb and gutter improvements, base repair, and surface sealing work with a total estimate construction budget of 1.8 million. The initial proposed improvements (appended) were sent to NCE by the City and these improvements were used to provide a design fee to the City initially. After our field walk with the City in June, additional driveway, sidewalk, and curb and gutter improvements were requested by the City as shown in the attached additional improvements map.
The total project construction cost now stands at approximately 2.3 million. Since then we have completed a draft design of all the improvements that resulted in additional effort beyond our existing scope of work. Therefore, we are requesting our budget be amended to the following tasks.
Amended Scope of Work
The scope of work that requires to be amended would be as follows:
3C) 60% PS&E, 3D) 90% PS&E, and 3E) Final (100%) PS&E ($52,600 with approved 307.5 hours for design and QA/QC review)
We have prepared a table and map linework that shows the additional improvements (attached and shown in the additional locations map) that were designed or will need to be further refined to provide construction documents.
Per City’s requests, an addition of two (2) driveways at 44 Carmel Ave and 60 Carmel Ave will also be included. The requested amendment reflects time for design, quality check and quality assurance, City review, and preparation of 60%, 90% and Final PS&E. At all levels of design, the PS&E will include plan view of the improvements, typical cross sections, finish grade elevations at top back of curb, summary tables of major work items, and estimated quantities on the respective plan sheets. All design elements will be per City Standards and items will be reviewed by our chief engineer to ensure the completeness of design.
Fee Estimate:
To complete Additional Civil Design Services scope of work we are requesting our budget be amended by $27,300 for Task 3C, $16,100 for Task 3D, and $9,200 for Task 3E as shown in the attached detailed fee estimate on a lump sum basis. We trust that this provides the information required at this time. If you have any questions or would like to discuss this request, please contact the undersigned at (510) 215-3620.
