1. A Resolution Authorizing the Submittal of Applications to the California State Parks Division of Boating and Waterways Grants
PROPOSED ACTION: Adopt a resolution authorizing the submittal of an application to the California State Parks Division of Boating and Waterways Shoreline Erosion Control and Public Beach Restoration Programs.
City Council Special Meeting 2 March 28, 2024
Agenda Item #1 Discussion
PW Director Petersen and PW Dep. Director Yip presented the staff report.
Mayor pro Tem Beckmeyer asked for further details regarding the timeline.
PW Dep. Director Yip stated the award deadline has not been announced yet but the deadline to submit for applications is April 1, hence the urgent meeting.
Councilmember Bigstyck asked for clarification on why they are holding this meeting following a regular city council meeting.
PW Dep. Director Yip explained the grant application process and the urgent need for the resolution to be eligible for grant funding.
Councilmember Bigstyck confirmed the deadline of April 1 for the grant applications and asked why the item was not included on the consent agenda for the regular meeting.
PW Dep. Director Yip explained that they were made aware of the deadline after the regular city council meeting agenda was posted and therefore were unable to meet the requirements to include it in the agenda at that point.
Councilmember Boles asked what the total cost estimate for Phase 2B (environmental review) of BBIRP would be.
PW Dep. Director Yip stated $2.5 million for Phase 2B and close to $2.5 million for Phase 2C.
Councilmember Boles stated that included CEQA review and refinement of the design for the CEQA review to happen.
PW Dep. Director Yip answered affirmatively.
Councilmember Boles asked for a description of the general investigation study.
PW Dep. Director Yip stated it was a study of the coastline for Pacifica and hopefully they would receive a more comprehensive study of the entire coastline to determine the many different types of projects that would benefit the city.
Councilmember Boles asked if we are fully committing to the $1.5 million as part of this grant application.
PW Dep. Director Yip clarified that this is an authorization to submit the grant and not a commitment to the grant. They may have the opportunity to accept the grant in the future, which is when they would commit the funds.
Councilmember Boles asked if there were opportunities to keep looking for grants to offset the $1.5 million.
PW Dep. Director Yip answered affirmatively.
City Council Special Meeting 3 March 28, 2024
Councilmember Boles asked about the timeline and process for these studies.
PW Dep. Director Yip stated it can take several years to process the applications.
Councilmember Bier asked about the percent matched by the grant.
PW Dep. Director Yip stated it depends on the grant; many match 10%, and some match more.
Mayor Vaterlaus opened public comments.
Clif Lawrence, Pacifica, asked what the funds being proposed for commitment would normally be used for and does this present the city with any kind of exposure. He also expressed desire for more public engagement the next time this item is agendized.
Mayor Vaterlaus closed public comments.
Mayor Vaterlaus asked from which fund that the money needed for the match would come.
PW Dep. Director Yip answered the Disaster Accounting Fund (Fund 38).
Councilmember Bigstyck asked where the money is coming from, what would it be used for, and is it accounted for in the mid-year budget.
PW Director Petersen clarified that they are requesting authorization to submit this grant.
Assuming that the city is awarded the grant, then that would be the time for discussion related to the funding and uses for the Disaster Accounting Fund.
Councilmember Bigstyck verified that following authorization and potential awarding, then they would discuss in more detail.
Councilmember Bier added that they held the special meeting at 4:45 PM in order to accommodate staff and Council's busy schedules.
Councilmember Bigstyck thanked staff for making this all happen and for including PCT to broadcast the special meeting.
Mayor pro Tem Beckmeyer moved to adopt the resolution authorizing the submittal of an application to the California State Parks Division of Boating and Waterways Shoreline Erosion Control and Public Beach Restoration Programs; seconded by Councilmember Bier.
