BACKGROUND/DISCUSSION:
Pacifica's 2020 Bicycle and Pedestrian Plan (Plan) identified high-priority, mid-block, unsignalized crossings on major roads in front of schools or senior housing that needed to be enhanced to improve safety and comfort of the City’s most vulnerable roadway users. At many of the identified locations, drivers are currently driving through mid-block crosswalks without stopping and are often distracted. City’s Capital Improvement Project FY 2023-24 included the School Crosswalk Beacon Replacement Project which was approved by the Council during the budget. Additional budget will be required from Measure A to fully fund the project.
The Mid-Block Crosswalk Safety Improvement Project will improve nine crosswalks that are located around the City in the vicinity of four schools: Ingrid B Lacy Middle School, Ortega Elementary School, Terra Nova High School, and Vallemar Elementary School. Improvements will include high visibility striping and signage, and painted bulbouts with vertical delineators to enhance visibility and reduce traffic speeds. Five of the nine crosswalks will also receive flashing, solar-powered, push-button activated flashing beacons. One crosswalk will receive new curb ramps.
On October 24, 2022, the City Council adopted a resolution supporting the Mid-Block Crosswalk Pacifica City Council 2

Safety Improvement Project, authorizing submittal of an application to the San Mateo County Transportation Authority (SMCTA) for Cycle 6 Pedestrian and Bicycle Program Funding, and authorizing the City Manager to execute any documents required for the grant.
In December 2022, the SMCTA Board of Directors awarded the project $200,000 of Measure M Safe Routes to School (SRTS) funds as part of the Cycle 6 Program funding allocation.
Measure M is a San Mateo County transportation measure that funds a variety of local roadway improvements throughout the County utilizing a vehicle registration fee levied on motor vehicles.
On March 28, 2023, the City entered into a funding agreement with the City/County Association of Governments of San Mateo County (C/CAG), the agency that formally administers the Measure M funding, for the funding allocation noted above.
On June 8, 2023, the City applied to the Pacifica School District for $20,000 from the SRTS Small Capital Infrastructure/Special Project Grant Program for the portion of the project in the vicinity of Ortega Elementary School. The City was subsequently awarded the funding via a MOU between the School District and the San Mateo County Office of Education (SMCOE) Safe Route to School Program. The scope of the project is consistent with the scope of work outlined in the C/CAG Measure M funding agreement and the School District/SMCOE MOU.
The Project was advertised for construction bids on February 27, 2024. The project bid includes the crosswalk on Terra Nova Blvd in front of Terra Nova High School as a bid alternate. All other eight crosswalks are part of the base bid. The engineers estimate of the construction cost is $240,682 for the base bid and $28,547 for the alternate bid, for a total estimate of $269,229.
On March 21, 2024, the bid opening was held via videoconference by the City Clerk and the results are as follows:
Company Base Bid Alternate Bid Total Bid
Zara Construction $246,978 $60,035 $307,013
Dryco Construction, Inc. $277,285.50 $39,867 $317,152.50 Golden Bay Construction, Inc. $386,849.25 $33,273 $420,122.25 The apparent low total bid is from Zara Construction in the amount of $307,013. The total bid amount is approximately 14% higher than the engineers estimate. However, considering the other bids received and the current bidding environment, staff feels the amount is reasonable for the work to be performed.
All required documentation and licensure was submitted with Zara’s bid. Staff has checked Zara’s project references and found them to be satisfactory with regard to the responsible bidder definition in Section 1103 of the CA Public Contracts Code. An additional $77,714.00 above the previously approved FY 2023-2024 budget is required to fully fund this project with the additive alternate for Terranova. It is recommended that the additive alternate bid be awarded as this will increase safety at Terranova High School and the crosswalk is included in the scope of work of the Measure M funding agreement and would require approval from C/CAG to remove it from the project.
The City Manager recommends approving the additional budget and awarding the construction contract (Attachment "A"), including the additive alternate, to Zara Construction. In addition, a 10% contingency is recommended to allow enough funding to handle any changes or additional work identified during construction, for a total budget authority of $337,714.

ALTERNATIVE ACTION:
Council may choose not to adopt the resolution and not approve the construction contract.
However, this will result in project delays and possible increase in construction cost.
Additionally, Council may choose to only award the base bid in the amount of $246,978.
However, this would eliminate the crosswalk at Terra Nova High School from the project. The crosswalk is included in the scope of work of the Measure M funding agreement and would require approval from C/CAG to remove it from the project.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
• Improve and steward city infrastructure, streets and facilities: This construction project will improve the existing pedestrian network by improving the safety and usability of existing crosswalks around the City.
FISCAL IMPACT:
The following is the source and use of funds for the project:
