BACKGROUND/DISCUSSION:

Between December 2022 through March 2023, the City of Pacifica was affected by severe winter storms, flooding, landslides, and mudslides. On January 14th, 2023, President Joe Biden declared that federal disaster assistance has been made to the state of California to supplement state, local, and tribal recovery efforts in the area affected by the severe storms.

The declaration, FEMA-4683-DR-CA and FEMA-4699-DR-CA, has authorized individual assistance for several Counties throughout California, including San Mateo County. There were various locations throughout the City affected by the storm and caused landslides including 31 Idlewild Court, Higgins Way & Adobe Drive, 601 Talbot Avenue, 1475 Rosita Road, and 500 Rockaway Beach Road. The existing landslide at the end of Sharp Park Road will also be analyzed by the geotechnical engineers with this project.

On January 4, 2023, the City Manager, acting in his capacity as Director of Emergency Services, proclaimed the existence of a local emergency pursuant to PMC 4-2.05(a) and executed the "Proclamation of the Existence of a Local Emergency" ("Proclamation").

Staff released the Request for Proposals (RFP) for a contract for Geotechnical Services on March 4th, 2024 to our list of on-call geotechnical firms.

Two of the four firms submitted proposals by the due date of March 20, 2024. Engineering Pacifica City Council 2

Division staff reviewed the submitted Proposals from the two consultants:

1.) Cotton, Shires and Associates, Inc. (CSA)

2.) Haro, Kasunich and Associates, Inc.

Engineering Division staff performed consultant scoring based on the contents of the proposals.

The consultants were scored based upon the Consultants’ overall experience of company and similar project experience, organization and planning of the project, budget approach and cost effectiveness, and references as criteria for selection. Based upon the criteria above, CSA is selected by staff to proceed with the Geotechnical Services.

CSA specializes in providing responsive geotechnical consulting services while also being costconscious. CSA is working on several projects in the city including the design of the 310-330 Esplanade Project and a separate on-call geotechnical consulting services agreement with the Planning Department for cliff stability issues along the coastline. This new agreement is specifically related to City-submitted FEMA projects that require geotechnical support. CSA assists municipalities with geotechnical consulting services, including topographic surveys, geological mapping, subsurface investigation, slope stability analysis, geotechnical engineering, engineering geologic analysis, and preparation of plans, specifications, and estimates for the mitigation of the landslide conditions. Staff recommends CSA because of their qualifications, personnel, and experience with landslide mitigation and slope stabilization design.

The City Manager recommends adopting the resolution and approving the Consultant Services Agreement between the City of Pacifica and Cotton, Shires and Associates, Inc. (Attachment "1") for Geotechnical Services.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the Agreement is consistent with the following Council adopted Goals:
• Improve and steward City Infrastructure, streets, and facilities: The repair of the storm damage will improve the areas and prevent further damage.

FISCAL IMPACT:

The contract will be $219,780 from the Disaster Accounting Fund 38. Staff is requesting reimbursement from the Federal Emergency Management Agency (FEMA) for the landslides and damages that had occurred during the declared disaster storms between December 2022 and March 2023.
