BACKGROUND/DISCUSSION:
The City has been working for several years to install a GIS system Citywide. Installation of GIS is critical for many functions throughout the City. In August of 2020, the City Council approved an agreement with ESRI for a 3-year enterprise agreement. Subsequently, the City’s IT division entered into an agreement with a GIS consultant for services to assist with the GIS implementation. The consultant's restructuring of their company resulted in the discontinuation of GIS services, leaving the City without vital support. Prior to the departure of the former IT Manager for the City, efforts were made to engage a new GIS consultant.
Unfortunately, due to competing priorities and staffing shortages, the IT Division was unable to finalize the GIS implementation.
During the March 25, 2024 Council meeting, the Council approved the mid-year budget adjustments to the fiscal year 2023-24 which included an allocation of $13,500 for purchase of the first year of licensing from ESRI for the GIS software. Additional funding was also approved for GIS project management implementation help, including services of a temporary employee to manage and deliver the ESRI project.
The ESRI GIS cloud-based software will provide support for operational needs within City departments and City-wide. In Public Works the program will integrate with Lucity (PW asset management program) to augment workflows and capabilities in the field. This will cover streets, sewers, and trees to name a few. Planning, Police and Fire will also use the program to augment their workflows. ESRI GIS software provides a framework for gathering, managing, and analyzing data and providing the information in a visual format allowing for mapping of key information and department hotspot issues. In addition to helping City staff, the ESRI GIS system can be used in many ways to assist in messaging information to the Pacifica City Council 2

Council and the public. GIS is standard software for most cities and counties.
As is typical with software purchases, the ESRI software enterprise agreement term is for threeyears. To assist the City with implementation of the program, ESRI has agreed to reduce the normal annual price of the software for the first 2 years from $40,900 to $13,500 (1st yr.) and $27,000 (2nd yr.). The Enterprise Agreement is in a standard city/county agreement format called a Small Municipal and County Government Enterprise Agreement. ESRI GIS is a proprietary system and the current market leader for GIS software. The City Manager is recommending the Council adopt a Resolution to approve a Small Government Enterprise Agreement with ESRI for Geographic Information System (GIS) Software in an amount of $81,400 for three years.
ALTERNATIVE ACTION:
Council may not approve the agreement and provide staff with alternative direction. This is not recommended as GIS software is needed to help streamline City services and better communicate City needs through visual mapping.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
• Improve and steward City infrastructure, streets, and facilities: Approving the enterprise agreement will ensure the City is meeting its commitment to improve existing City infrastructure by assisting with operational needs.
FISCAL IMPACT:
The ESRI agreement 3-year cost will be $81,400. The mid-year budget adjustment will cover the first year of the agreement. If approve, the subsequent years’ allocations will be managed through the annual budget process as part of the base budget.
