BACKGROUND / DISCUSSION:

Pursuant to California Streets and Highways Code sections 36500 et. seq., the City Council of the City of Pacifica adopted Ordinance No. 714-C.S creating the Pacifica Hotel Business Improvement District and levying an annual assessment of $1.00 per room per day of occupancy on the hotels in the City.

On April 17, 2024, the Assistant City Manager filed the attached Pacifica Hotel Business Improvement District (BID) report with the City Clerk. The report was prepared by the City of Pacifica, acting as the Managing Agency for the hotels in the BID, and presented to the City Council with the resolution of intent to continue the BID program and levy the annual assessments for the fiscal year 2024-25.

The report included projected resources and uses for FY 2024-25. There were no proposed changes in the boundaries of the Pacifica Hotel Business Improvement District. The proposed assessment is intended to continue at $1.00 per room per day occupancy. It is estimated that the cost of the improvements and activities for the FY 2024-25 will be about $140,000, which includes the new assessment and the surplus of revenues carried over from the previous year.

The City of Pacifica will continue to serve as the Managing Agency for the BID without charging an administrative fee until the full program of improvements and activities is defined and funds are allocated and approved by the BID Advisory Committee.

Staff has also been working on the conversion of the BID from a 1989 District Law to a 1994 District Law, which would provide a significant increase in funding that BID members can use Pacifica City Council 2

toward marketing, infrastructure improvements and other projects to attract and support visitors.

This district conversion work is on hold pending the Council’s further direction.

Written and oral protests to the levy of the annual assessments for the Pacifica Hotel BID may be made at the public hearing in the form and manner prescribed in Sections 36625 and 36626 of the California Streets and Highway Code up until the close of the public hearing.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

The Council’s Goal of Enhancing Organizational and Fiscal Stability includes investing in economic development to increase revenues, support the local economy, and seek funding for economic development programs and initiatives.

FISCAL IMPACT:

There is no significant fiscal impact associated with this action, except for the City's administrative cost. The City collects no fee for administering the BID.
